Research On Countermeasures To Improve The Management Performance Of Urban And Rural Residents' Pension Insurance

In September 2009,the state council issued the guidance on carrying out the pilot project of a new type of rural social endowment insurance,It marks the establishment of basic endowment insurance system for urban and rural residents in China.After nearly ten years of development,the endowment insurance system for urban and rural residents has played an important role in the country's economic and social development.In recent years,the concept of performance management has gradually expanded from enterprises to the government,and the pursuit of economic benefits has developed into a trend in China.This paper evaluates the performance of the endowment insurance system for urban and rural residents in G district of weifang city.First,combining with the historical background,this paper introduces the theoretical and practical significance of performance evaluation of the endowment insurance system for urban and rural residents,expounds some research results of this project by domestic and foreign experts in recent years,and summarizes the development process of the endowment insurance system and performance evaluation for urban and rural residents in China.Second,by selecting the government's target of this subject as the performance evaluation,from system design,system operation and system effect three aspects are studied,and performance evaluation system was established based on 13 indexes,using policy study,quantity method and questionnaire method,etc,to evaluate 13 indicators one by one,find it do good place,point out deficiency,thus the performance evaluation for perfecting the policy design,enhancing the government operation,find the abuses in policy implementation,strengthen the policy executive power plays an important role.Third,through the performance evaluation results show this system existence question,from the perfect and residents pay ability that meet the needs of the endowment insurance of pay cost system,formulate unified mandatory policy,attaches great importance to the construction of orgnaization of agency of talent and work hard and soft environment construction,ensuring the endowment insurance funds,increase the rate of convenient and fund issuance rate,make endowment insurance propaganda and mobilization and strengthen the supervision of funds put forward the effective method to improve the urban and rural residents endowment insurance system in China,for G area of urban and rural residents further perfect and development of endowment insurance system,thus promote the healthy and stable development of China's urban and rural residents endowment insurance.
