Food safety is related to national stability and people's happiness,and is an important responsibility of governments.Foreign countries have built a food safety assurance system from end product inspection to prevention and risk control,in which the professional inspector system is an important means to play a preventive role.In the past,the part-time inspector team established in China has played a positive role in ensuring food safety,but there are still many disadvantages,which lead to its effect being greatly limited.Based on this,this subject,with the support of the unit,carries out the exploration and practice of Guangxi food supervision professional inspection system,and summarizes the experience and effect through the drafting and implementation of the system,To further improve the food safety situation in Guangxi to play a positive role.The research contents and results are as follows.Draft and promulgate the administrative measures for food production professional inspectors of Guangxi Zhuang Autonomous Region(for Trial Implementation).Based on the problems existing in the work of part-time inspectors,this paper puts forward the qualifications,responsibilities,appointment management,personnel management and other relevant contents of full-time food production professional inspectors,which provides a basis for the selection and appointment of professional inspectors.In 2017,12 professional inspectors were employed successively,providing personnel guarantee for food production inspection.Draft and promulgate "Guangxi Zhuang Autonomous Region food production system inspection work standard(Trial)".Based on the analysis of risk points in food production enterprises,the specific requirements and specifications are made for the division of responsibilities,work procedures,inspection contents and discipline requirements of professional inspectors when they carry out their work,and the inspection worksheet is formulated accordingly.The promulgation of work specification makes the work of full-time inspectors have basis and operability.According to the risk characteristics of the food industry,the high-risk dairy enterprises are taken as the practice exploration of the implementation of the professional inspector system.After on-the-spot inspection of 18 dairy enterprises in Guangxi,inspection was carried out in four aspects,namely,maintenance of production license conditions,implementation of food safety management system,inspection ability,and performance of traceability responsibilities for unsafe products.A total of 221 problems were found.After continuous follow-up and rectification by vocational inspectors,the production situation of dairy enterprises continued to improve.In 2018,the production of the whole region The result of random inspection of product quality shows that there are 0 unqualified products and the unqualified rate is 0%.The implementation of the inspection system of professio nal inspectors has obvious effect on improving the production and operation of food production enterprises and improving the level of food safety.Compared with the changes in the work style,work efficiency and work effect of the food supervision department after the establishment of the occupational inspection system,it shows that the work efficiency of Guangxi food supervision has been effectively improved after the implementation of the occupational inspection system,and the inspection coverage of enterprises has been improved,which greatly shocks the formation of enterprises.Through the construction and trial practice of the system,it shows that the professional inspection system is an effective prevention and supervision measure to ensure food safety,which has the value of promotion,and also needs to be further improved.
