| Rural Residential Land has always been a land resource element type that has been given special social significance and institutional connotation during the development of rural society in China.Starting in 2015,China has launched rural land acquisition,collective business construction land access to the city,and Rural Residential Land system reform pilots in 33 pilot counties(cities,districts).On this basis,the 2018 Central Document No.1 innovator proposed the idea of “Tripartite Entitlement System” for Rural Residential Lands.This is not only the redefinition of the function of the Rural Residential Land through the further decomposition of rights,but also the traditional single function of the Rural Residential Land A new path choice to transform to multiple composite functions and reduce the difference in the value positioning of urban and rural housing.In recent years,while Pidu District has achieved a series of results during the pilot reform process,the function of its Rural Residential Land has also continuously evolved and developed under the impetus of various driving factors.This study uses this as a starting point to explore and analyze the evolution of the housing site in Pidu District and its driving factors under the background of “Tripartite Entitlement System”.First,this study systematically sorts out the changes in the Rural Residential Land system since the founding of the PRC through studying the core ideas and mechanism of the theory of institutional change,and compares the characteristics,motivations,processes,and dominance of the Rural Residential Land system changes at different development stages.Strength,analyzes the theoretical background and logic proposed in the “Tripartite Entitlement System” reform of Rural Residential Land at the current stage;second,the content and effectiveness of the residential land reform in Pidu District are summarized in combination with the theory of coordinated urban-rural development,the theory of industrial structure evolution,and the theory of sustainable development.Third,it explains the connotation of Rural Residential Land functions from the perspective of institutional changes and land use.It proposes a classification standard that divides the basic functions of Rural Residential Lands based on the "three rights" and determines the derivative functions of Rural Residential Lands according to the actual use of each area.Based on this classification standard,the logical thinking and current status of the evolution of the Rural Residential Land function in Pidu District are analyzed;fourth,the principal component analysis method is used to empirically analyze the driving forces of various types of driving factors on the evolution of Rural Residential Land functions.The study found that the basic functional system of Rural Residential Lands based on social stability and residential functions has failed.Institutional changes,economic development and population changes have become the main driving factors for the evolution of Rural Residential Land functions in Pidu District.The change of the function of the Rural Residential Land in Pidu District has become an inevitable trend in conformity with the development of rural society,economy,culture and ecology.Based on this,this study puts forward some suggestions for the optimal utilization of the Rural Residential Land functions in Pidu District:(1)The driving factors for reform should be strengthened to define policy boundaries for the evolution of Rural Residential Land functions;(2)Excessive intervention of economic driving factors on the function of Rural Residential Land should be avoided;(3)Focusing on the sustainable and coordinated development of various functions of Rural Residential Lands;(4)Key excavations Inter-generational transfer function with protection of Rural Residential Land. |
