H company is a top 500 enterprise in the world.Since 2007,it has carried out in-depth financial management reform.Since 2012,it has implemented comprehensive budget management.It guides the arrangement of the budget system strategically.It regards the project as the smallest business unit and makes the management lean.By 2019,the standardized management system has been gradually formed.Taking H company as an example,this paper introduces the background,budgeting process and organizational support of comprehensive budget selection,expounds the linkage relationship between comprehensive budget and strategy,business and assessment,analyzes the implementation effect of comprehensive budget in the company,key problems encountered in the implementation of comprehensive budget,solutions and corresponding effective measures.At the end of this paper,some practical suggestions are put forward,in order to promote the operation of large and medium-sized enterprises with similar businesses.This paper consists of the following six parts:The first part introduces the background,research methods and research content of this case.The second part introduces the theoretical background of comprehensive budget management.The third part is a comprehensive introduction of H company's enterprise evolution,financial system,background of comprehensive budget management and related theoretical support.The fourth part further analyzes the case of comprehensive budget management of H company from the perspectives of strategy,organization,process,talent and financial indicators.In the fifth part,combined with the current situation of financial management of case enterprises,we get the enlightenment that is widely applicable to other enterprises in China.From H company's experience,Chinese enterprises need to improve the efficiency of comprehensive budget management from the following aspects: increasing the importance,enhancing the integration of strategic planning and finance,enhancing the flexibility and flexibility of budgeting,building and applying it platform reasonably,and strengthening management flexibility,so as to effectively use comprehensive budget management as an excellent control tool to match business,so as to achieve The purpose of steady development and obvious improvement of efficiency.
