of the reform and implementation.In 2016,Taicang according to the requirements of continue to promote the reform of system of commercial registration in rural areas the implementation of decentralization of authority of examination and approval reform,rural areas of the business environment has been further optimization,also obtained the rapid economic development,but in recent years,continue to promote the process of reform,exposes some conflicts with the reform,unfavorable to the problem of reform,how to improve the system of commercial registration of villages and towns reform,promote the sustainable economic development,this is the purpose of this study andmeaning.Due to economic,geographical,and cultural differences,whether commercial registration system reform at home and abroad from the aspects of legislation,review or oversight,there are differences,foreign mainly represented by France,Germany,the United States and Japan,are relatively mature in developed countries,commercial registration system study carried out earlier,the development of more mature,China's reform foothold in "wide into bat",draw lessons from the abroad commercial registration system reform,to a certain extent.At the same time,through to the domestic literature research found that most of scholars study is a reform in the implementation of the national and provincial level,with wider range of research,the research content is broad,and less scholars based in rural areas,to study the effect of commercial registration system reform for the grassroots,and reforms has exposed some problems in the process of rather is prominent and the representative at the grass-roots level,therefore this article obtains from the grassroots,the commercial registration system reform in the villages and towns of the implementation of the status quo,through the data analysis results,the reform of mining in the process of reform,perfect and reform measures are put forward.This paper mainly carries out practical research through questionnaire survey and field interview.Through the problems exposed in the reform,the questionnaire is designed in an estimated way,and the actual problems are summarized and analyzed from the perspective of the applicants.Through the interview with the staff of the bureau of administrative examination and approval,we have a deeper understanding of the problems existing in the process of township reform under the background ofdecentralization,administration,administration and service as well as the effective means to solve the problems.The main contents of the investigation are five major parts of the commercial registration system reform uniformly deployed by the state council,including: registered capital reform;reform of certificates and licenses;requirements for registration of business premises;annual report system;and electronic operation.The research approaches include reform contents,reform effects,problems in the reform process,cause analysis and reasonable suggestions based on the experience of other regions.In the research process,it mainly uses the "transaction cost theory","information asymmetry theory","service-oriented government theory" and "regulation and service theory".This paper is divided into six parts.The first part is the introduction,which sorts out the effective experience of legislation,examination,supervision and credit in the reform of commercial registration in foreign countries,compares the existing methods in China,and extracts the parts that can be used for reference and guidance.The second part is related to the theoretical basis,which the relevant concepts and theories are expounded.The third part is to study the preliminary results of the reform of commercial registration system in Shaxi town of Taicang.The fourth part is the focus of this paper.By means of questionnaire,it summarizes the prominent problems in the reform implementation process,and finds out the problems such as complex registration materials of domicile(business site),difficulty in the approval of business scope,high repetition rate of application name,imperfect information sharing among various departments,and analyzes the reasons.The fifth part refers to the experience and practice of other regions in the process of reform,andprovides enlightenment for making reasonable suggestions.Sixth part in combination with the actual situation of villages and towns,puts forward to strengthen the supervision of registered capital,further reform "licenses separation",using big data and Internet + data share further promote government services department,residence registration conditions further relax,annual reports of their regulatory system to further improve the effective reform suggestions,such as hope for the villages and towns to further deepen the reform of the system of commercial registration,optimize the business environment,stimulate the market vitality,speed up the economic development,provide valuable reference.
