Problems And Countermeasures In The Transformation Of Industrial And Commercial Administration Functions Under The Background Of Commercial Registration Reform In Lanzhou

For a long time,the administration department for industry and commerce has played a major role to defend China's economic order while functioning in three area: market access,market regulation and market services to ensure that market entities carry out their business activities in a lawful and orderly market environment.In March 2014,The State Council promulgated and implemented The Reform Plan for the Registered Capital Registration System,marking the official launch of a new round of reform of the commercial registration system.The reform of the system is bound to put forward new requirements for the administrative functions of industry and commerce.Taking Lanzhou city as an example,this paper analyzes the existing problems in the organization,personnel,environment and system of the basic level administration department for industry and commerce,and points out the urgency of the transformation of the functions of administration of industry and commerce in the economically-backward areas in Northwest.In this context,the author introduces the theory of limited government,analyzes the internal and external factors that cause the problems such as organization,personnel,environment,and system of administration department for industry and commerce in Lanzhou city,and analyzes them from two aspects: momentum and resistance.Finally,according to the actual development of Lanzhou area,this paper gives the strategies to promote the transformation of business administration function from four perspectives: organization,personnel,environment and system.
