The development of strategic emerging industries has risen to the level of national strategy,which is an important way to promote economic transformation and optimize industrial structure.Studying the impact of strategic emerging industry policies on technological innovation is conducive to promoting the high-quality development of China's economy and the construction of modern economic system.In this paper,the "decision of the State Council on accelerating the cultivation and development of strategic emerging industries"(hereinafter referred to as "decision")published in 2010 is used as a quasi natural experiment,using the micro data of CSMAR and Wind database,and using DID to investigate the impact of strategic emerging industry polic ies on enterprise technological innovation.This paper combines normative analysis and empirical analysis to carry out the following research work:First of all,based on the theories of market failure,industrial life cycle and other relevant industrial policies,technology innovation promotion theory and technology innovation diffusion theory,this paper analyzes the impact mechanism of strategic emerging industrial policies on enterprise technology innovation,and finds that the policies are mainly based on four aspects: production factors,financial environment,investment opportunities and talent introduction It affects the technological innovation activities of enterprises.Secondly,taking the decision as a quasi natural experiment,we use DID to investigate the impact of strategic emerging industrial policies on technological innovation of enterprises.The research shows that the industrial policy as a whole has a positive role in promoting the innovation input and output of enterprises,and to a certain extent improves the technological innovation of enterprises.Further analysis shows that the promotion of the policy to the technological innovation of enterprises is mainly reflected in promoting the strategic innovation of enterprises,that is,pursuing the "quantity" type of non-invention patent innovation,while ignoring the "quality" type of invention patent innovation.This paper also analyzes the heterogeneity from the perspective of the nature of the property rights of enterprises,the regions they belong to and the scale of enterprises.It is found that the strategic emerging industry policy has a significant incentive effect on the technological innovation of state-owned enterprises and non-state-owned enterprises,but the incentive effect is more obvious in state-owned enterprises;the three regions of the East,the middle and the West have significant positive incentive effect,However,the net effect of the western region is more than that of the eastern and central regions;the strategic emerging industry policy has a significant role in promoting the technological innovation of large-scale enterprises,while the incentive effect of smal-scale enterprises is not significant.Finally,according to the conclusion of the study,some policy suggestions are put forward: to properly handle the relationship between the role of the government and the market mechanism,to promote the transformation of China's industrial policy from selective industrial policy to functional industrial policy;to create a market environment of fair competition for enterprises of different natures and scales;to continuously increase the support for substantive innovation and to promote enterprises to engage in high-quality innovation activities To promote the transformation and upgrading of enterprises;on the basis of maintaining the effect of enterprise support in the central and western regions,to increase policy support in developed regions;to increase the efforts to introduce and cultivate high-tech talents.
