The real estate industry plays an important role in promoting China's economic growth.As China's economy enters a new normal,the country has promulgated a series of macroeconomic regulation and control policy,which has led to the consolidation and agglomeration of the real estate industry.The survival of small-scale real estate enterprises is getting more and more difficult.Therefore,how to control the project cost and improve the business performance of the company is an important issue facing the small real estate enterprise.Harbin Yuguang Investment Development Co.,Ltd.was established in 2011.After rapid development in recent years,it has accumulated a certain strength and scale.However,in the ever-changing environment of the real estate industry,the project development process also faces certain problems,such as cost exceeding budget,not paying attention to cost management in design stage,changing visa control is not in place,cost analysis is in the form,and cost assessment mechanism is imperfect.Taking the first phase project of Wanhe City Project developed by Harbin Yuguang Investment Real Estate Development Co.,Ltd.as an example,this paper deeply studies the problems existing in the project construction process and analyzes the causes of the problems,and then combines the theory of cost management,especially the goal management theory,to establish a comprehensive project cost management system suitable for enterprise development,which is supported by cost management organization system,standardization system and information system.Target cost management,responsibility cost management,and dynamic cost management are implemented at all stages of cost management.Through the target cost management,the final goal of the project is clarified,so that all members of the project form a direction in the heart.Through the responsibility cost management,all departments can clarify their respective cost responsibilities and form an atmosphere of full participation costs.Through dynamic management,the deviations that occurduring the implementation of the project can be corrected in time,so that the cost targets set by the enterprise can be effectively implemented.In order to verify the effectiveness of the cost management system constructed,this paper takes the second phase project of Wanhe City as an example,deeply applies the cost management system of the new designed.According to the process of target management,the development of cost targets,the decomposition of cost targets,the assessment of cost targets,the analysis of cost targets and the assessment of cost targets have been carried out,while effectively ensuring the progress of the project,also achieve the controllable target cost.Practice has proved that the project cost management system designed in this paper has certain applicability and practicality,which provides useful reference for Harbin Yuguang Investment Development Co.,Ltd.to develop other projects.At the same time,it also provides reference for project cost management of other real estate companies.
