The In recent years,after the government and social capital cooperate to provide public products and services to be incorporated into the national level development strategy,the PPP model has gradually become an indispensable means of investment and financing in the development of local government tourism.Under this opportunity,the D county government and PB company responded to the call of the state and planned to adopt PPP mode to develop the county moat tourism project.This is a business plan based on this background,the smooth operation of project will help to accurately grasp the core and essence of PPP mode of operation of these projects,has great significance on guiding the future of enterprise financing practice.This study first reviewed the related theories of strategic management,marketing and financial management involved in the business plan.On this basis,through the business planning of PPP project in the moat area of D County,it mainly demonstrates its operating environment,operation plan,return on investment and risk countermeasures.On this basis,as an investment plan for all social capital investors to invest in weighing decisions.The main contents of this paper are as follows: 1.Explain the background and significance of the implementation of this project,summarize the relevant literature,and propose the path and method of this study.2,Introduced the basic situation of the project,item company's organizational structure and operation management team,made clear the specific operation plan and development plan of this project.3,Analysis of the implementation of the project's macro environment,industry environment and its own internal and external environment.4,The use of STP marketing,D county tourism consumer market segments,select target markets and market positioning.On this basis,formulate the marketing mix strategy of this project.5,Using capital pricing model,net present value method and internal rate of return method and other model analysis methods to determine the return on investment of this project.6,Qualitative and quantitative analysis of the risks that the project may face in the actual market operation,and find out the corresponding countermeasures.Return on investment analysis shows that the project payback period of 8 years,in each item of static profitability through,we further calculated the dynamic profitability indexes related to investment capital time value.Through the capital asset pricing model(CAPM),the capital cost of the project is 8.86%.The net present value(NPV)of the project is 119581,and the internal rate of return(IRR)is 30.6%.Visible,the project returns considerable investment.Overall,the overall risk of the project is controllable,and the investment returns are high quality investment projects.
