A Comparative Study On The Financial Subsidy System Of Agricultural Insurance In The BRICS Countries

Agricultural insurance has attracted the attention of global theoretical circles and government departments in recent years,and many developed countries have built agricultural insurance financial subsidies as an important system for government intervention in agriculture,protection of agriculture and food security.The agricultural economy of the BRICS countries has great similarity and complementary,but it is difficult to realize the upgrading and transformation of agricultural production because of the lack of agricultural economic cooperation,and the unsound system of financial subsidy for agricultural insurance has also aggravated the agricultural economic development of The BRICS countries themselves,the BRICS countries,and the BRICS countries and the outside.In the BRICS countries,including China,the system of financial subsidy for agricultural insurance has been in a state of lack of system and theory.The development of the financial subsidy of agricultural insurance in the BRICS countries is not long,the legislation is still missing,and there are many shortcomings in the specific level of the agricultural insurance financial subsidy system.This paper mainly takes the historical analysis method,the normative analysis method,the comparative analysis method and other research methods to study the BRICS agricultural insurance financial subsidy system.The full text consists of five parts,except for the introduction and conclusion.The first part,"The Basic Theory of the Financial Subsidy System of Agricultural Insurance",discusses the basic meaning,importance and theoretical support of the financial subsidy system of agricultural insurance.It points out that agricultural insurance is an insurance contract relationship established by agricultural producers with insurance companies in order to avoid the losses that may be suffered by natural disasters,accidents or market risks in agricultural production,and puts forward that agricultural insurance has the nature of quasi-public products,has policy characteristics,can not achieve a complete balance of supply and demand through the market,and needs the government to provide certain financial support to the participants in the agricultural insurance market.The second part,"A Brief Situation of the Development of the Financial Subsidy System of Agricultural Insurance in BRICS countries",studies the emergence,development and evolution of the legal system of agricultural insurance in BRICS countries,and combs out the main system of financial subsidy for agricultural insurance in BRICS countries.It points out that although the BRICS countries have different development in the agricultural insurance system and the financial subsidy system,they have also adopted the policy of subsidizing agricultural insurance without exception.It is necessary and reasonable to put forward the government subsidy agricultural insurance from the practice of agricultural insurance in BRICS countries.The third part,"The Basic System of Agricultural Insurance Financial Subsidy in BRICS Countries",analyzes the specific system of financial subsidy of agricultural insurance in BRICS countries,and makes a classification comparison,summary and summary of the subject,scope and mode of the subsidy system.It points out that although the BRICS countries in the development of agricultural insurance system,the specific provisions of the financial subsidy system,but also reflected some common characteristics,and finds that the BRICS agricultural insurance financial subsidy system exists in the practice level of agricultural insurance financial subsidy in BRICS countries.The fifth part,"The Prospect of the Financial Subsidy System of The BRICS' Agricultural Insurance",takes the deficiency of the financial subsidy system of the BRICS agricultural insurance as the main line,and puts forward that the BRICS countries should improve the internal governance of the financial subsidy system of agricultural insurance and explore the cooperation between the BRICS countries.It is believed that perfecting the system of subsidized agricultural insurance will not only help consolidate China's basic position in agriculture and enhance China's voice in the BRICS countries,but also help to enhance the international status of the BRICS countries.The main conclusion of this paper is: the BRICS agricultural insurance financial subsidy system is inadequate,we must improve the internal governance from the aspects of perfecting legislation,optimizing the subsidy structure and perfecting the supervision mechanism;The BRICS agricultural cooperation has both historical and institutional basis,and has practical needs in WTO,so we need to realize the cooperation of the BRICS agricultural insurance financial subsidy system from the aspects of multilateral cooperation,information sharing and common development.
