As an emerging research field,government procurement has been developed in China for more than 20 years.In this article,the author combined with their own work practice and theoretical research for many years,with the time after before purchasing,procurement,procurement order as the axis,to purchasing units,bidding suppliers,procurement agency,supervision departments each participation main body such as spatial layout for face,all-round,multi-angle,three-dimensional rendering of Shaanxi M county government procurement industry system mechanism is not sound,the insufficient information level,regulatory hole more talent team construction in four aspects,such as problems,and through in-depth analysis problems are behind the phenomenon of the lack of leadership emphasis,backward economy and closed minds and stakeholders of root cause.On this basis,actively learn from Ningdu county in Jiangxi province,the Nenjiang county of Heilongjiang province,such as domestic city of Shaanxi shenmu county government procurement experience,put forward to optimize purchasing process and detailed quantitative purchasing program,purchasing power and responsibility aspects accelerate the construction of perfecting the system of laws and regulations and mechanism;From accelerating the construction of electronic procurement platform,the implementation of "online registration,background closed audit","expert remote extraction,online review",the establishment of a large database of local government procurement and other aspects of electronic procurement;Strengthening supervision and management from the aspects of strengthening budget management,unimpeded information disclosure,strengthening confidentiality supervision,and strengthening inspection and acceptance supervision;We will strengthen the building of a talent pool by ensuring that good candidates and employees are allowed to enter the workforce,strengthening skills training,establishing an assessment and evaluation system,and strengthening the bottom line for honesty and self-discipline.Finally,looking to the future,we firmly believe that the trend of electronic,networked and professional government procurement is unstoppable,and that more "open,fair and just" government procurement is within reach.
