Agricultural development is particularly important for every country.It also has a huge impetus for the development of the national economy and a guarantee for the stable development of the social economy.Therefore,in order to achieve a stable improvement of people’s living standards,it is necessary to prioritize the healthy and stable development of agriculture.The weak nature of agriculture requires the government to support agriculture at all stages of economic development,such as financial support.Changsha County is a strong agricultural county.With its economic strength,its fiscal revenue is increasing,and the scale of agricultural fiscal expenditure is also expanding,but we should also pay attention to the benefits of agricultural fiscal expenditure.Based on this,this paper takes Changsha County as an example to study the comprehensive benefits of agricultural fiscal expenditure,so as to improve the utilization rate of agricultural fiscal expenditure,to realize the construction of socialist new countryside in Changsha County and solve the problem of "three rural issues" in Changsha County.This paper firstly elaborates on the research background,research purposes,research significance,research status and research methods at home and abroad.In addition,this paper also analyzes the related concepts and characteristics of agricultural financial expenditure benefits.Based on the theoretical basis of public product theory,cost-bene theory,public finance theory,etc.,this paper analyzes the comprehensive benefits of agricultural fiscal expenditure in Changsha County,and analyzes the investment status of agricultural financial funds in Changsha County from the absolute scale and relative scale,from various special funds.The situation of Changsha County’s agricultural fiscal expenditure structure and comprehensive benefits,to understand the current situation of agricultural expenditure in Changsha County,based on this,using the analytic hierarchy process and comprehensive fuzzy evaluation method from the economic,social,ecological and other aspects The empirical analysis of the comprehensive benefits of agricultural fiscal expenditure in Changsha County concluded that the unstable expenditure of agricultural financial input is not efficient,the fund management is not in place,and the scale is unreasonable.Finally,according to the actual situation of Changsha County,the policy recommendations for improving the comprehensive benefits of agricultural fiscal expenditure in Changsha County are proposed from four aspects.First,it is considered that the economic benefits of agricultural fiscal expenditure should be stimulated on the basis of ensuring fiscal agricultural expenditure;It is necessary to coordinate the overall situation and take into account the social benefits of agricultural fiscal expenditure;the third is to ensure the ecological benefits of agricultural fiscal expenditure;the fourth is to strengthen the supervision of financial agricultural expenditure funds.
