Research On The Development Situation And Countermeasure Of Savanh-Seno Special Economic Zone In Laos

Laos is one of the poor countries in the world.With the continuous implementation and improvement of a series of regional trade development measures,especially the establishment of ASEAN and the deepening of trade relations between ASEAN and other countries,Laos has increasingly frequent economic exchanges with other countries.In order to make better use of foreign capital to promote economic development,Laos has promulgated and implemented more preferential measures and targeted policies,striving to create a better environment for foreign businessmen to invest in Laos and create good conditions.Under the guidance of this goal,the Lao government has set up a series of special economic zones to promote its economic and trade development.Since the reform and opening up,the Lao government has attached great importance to the development of special economic zones and actively developed land,funds and talents.As a result,the special economic zones in Laos have developed rapidly and are in a state of economic health.However,based on the current economic situation and industrial development of Laos,there are still some problems in the development of special economic zones in Laos.This study takes Shawan-Sano Special Economic Zone,the first special economic zone approved by the Lao government,as an example.Shawan-Sano Special Economic Zone is located in Naji,Shawan,with an area of 954 hectares.It was approved in 2002 and established in 2003.Because of its unique geographical location and the longest history of development,it has become one of the most special economic zones in Laos.This study analyzed the strengths,weaknesses,opportunities and threats in the development of Shawan-Sano Special Economic Zone,formulated corresponding development strategies for Shawan-Sano Special Economic Zone,and put forward practical suggestions based on the development strategies of Shawan-Sano Special Economic Zone.This study holds that Shawan-Sano Special Economic Zone should grasp the advantages of location and labor force,vigorously develop processing and manufacturing industries,attract legitimate investment from countries around East Asia and Southeast Asia,and become regional "processing factories" and "trade corridors";establish industrial incubation bases,train large and medium-sized enterprises,learn advanced foreign technology,and develop national high-tech industries;and strengthen public establishment.Construction,complete living facilities,Shawan-Xenox will be built into a comprehensive special economic zone integrating R&D,processing,trade,residence and leisure.At the same time,Shawan-Sano Special Economic Zone should take the development of foreign trade,increase capital reserve,improve financial order,improve financial credibility,strengthen infrastructure construction,pay attention to training talents and strengthen human resources construction as its development direction.Through SWOT analysis,this study has formulated the following development strategies for Shawan-Sano Special Economic Zone:(1)SO strategic countermeasures:positively finding out whether the objectives deviate;(2)WO strategic countermeasures:attaching importance to the industrial positioning of the special economic zones;(3)WT strategic countermeasures:improving the ability of the special economic zones to connect with the market;(4)ST strategic countermeasures:building energy-saving parks and large-scale parks.Develop circular economy.Firstly,through the analysis of the background,current situation,characteristics and main types of the Lao Special Economic Zone,this paper points out the background and motivation of the construction of the Lao Special Economic Zone,the development of the Special Economic Zone and the characteristics of the development of the Special Economic Zone.Secondly,it introduces the background and development of Shawan-Xenox Special Economic Zone.Then,the SWOT analysis of Shawan-Sano Special Economic Zone is carried out from four aspects:internal advantage analysis,internal disadvantage analysis,external opportunity analysis and external threat analysis.Summarize the internal and external development environment of Shawan-Sano Special Economic Zone.Finally,the paper gives some suggestions on the construction of Shawan-Sano Special Economic Zone,and summarizes the whole paper and draws a conclusion.This study takes Shawan-Sano Special Economic Zone as the research object,in order to further stimulate the vitality of Laos SEZ transactions,release market potential,and improve trade policy measures.At the same time,as a typical developing country,Laos is also an important socialist country.The success or failure of its economic development will be an important case for many Third World countries to draw lessons from.This study takes Shawan-Sano Special Economic Zone as an example,hoping to provide reference for the development of more socialist countries on the basis of promoting the further development of Lao's economy.
