A Research On Investment Behavior Selection During Construction Period Of PPP Project Based On Investment Revenue Monitoring

Against the background of the subprime mortgage crisis in the United States,the European debt crisis,the slowdown of domestic economic development and the urgent need to improve the development model,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China clearly pointed out that the market should play a decisive role in the allocation of resources and realize the modernization of national governance capacity.In terms of the supply mode of public goods,the government hopes to change its functions by means of PPP mode.This round of PPP fever began in 2014.For a time,the PPP policy documents issued by the state ministries and commissions were overwhelming.A large number of capitals have been invested in PPP projects.However,the complexity and professionalism of PPP projects are unexpected,especially the investment attributes of PPP projects are not well understood.Many social capitals fail to track and monitor the investment returns dynamically,and have no clear direction for the choice of investment behaviors.As a result,many projects get into trouble,and have a low profit or even a deficit.Based on the study of PPP project risk management,economic evaluation and other literature,this paper focuses on the analysis of various factors influencing the investment returns of PPP projects during the construction period,defines the main factors as "variables" and carries out a quantitative analysis.During the construction period of PPP projects,the dynamic monitoring model of investment return of PPP projects can monitor the factors influencing investment returns,make a sensitivity analysis of variables,and then make reasonable choice of investment behaviors,so as to control the investment risk of project and improve the investment returns.The purpose of this paper is to discuss the method of monitoring the investment incomes of PPP projects during the construction period,the path of reasonable selection of investment behaviors,and the effective management of social capital invesment behaviors through project case analysis.
