A Study On The Implementation Of Industrial Poverty Alleviation Policy In Gongyi City Of Henan Province

At present,poverty is one of the more prominent social problems in the world,it is asevere challenge faced by all countries.In particular,China,as a developing country,has put forward the policy of "targeted poverty alleviation" to be gradually extended to the grass-roots level after realizing the nationwide poverty alleviation.In our country,local governments are connecting states and the society.Because of that reason which it is the special connection,local governments are irreplaceable in “targeted poverty alleviation”.Local governments play indispensable and important roles in connecting states and society.Local governments have taken many different ways to alleviate poverty while different situations.Especially,the industrial poverty alleviation which is also the important part of “hematopoietic poverty alleviation” has been promoted vigorously.It even has achieved some initial aims.Under these situations,what has a local government done in poverty alleviation,what role was the local government play in a particularly poverty alleviation process.How large it acts to the result of poverty alleviation while the local government paying variously became questions which we have to analyse.Even Gongyi is one of Top 100 Counties in Strong Industrial County in China,but it is located in mountainous area and suffers from dryness and little rainfall.This dissertation is trying to collect different successful cases in poverty alleviation,for example in agriculture,in industry in service sectors.After reviewing role definition of local government and main effects of government action,this paper will identify existing problems of industrial poverty alleviation in the three sectors,analyze their causes,and explore solutions and suggestions to optimize government actions for industrial poverty alleviation in rural area of Henan.Compare with three cases,some conclusions will be made.Whether the local government should or not join the poverty alleviation and how far a government should do to avoid affect the society too much.
