| China’s poverty alleviation industry has achieved remarkable achievement,but during this process,the marginal diminishing effect appears.On the one hand,the rest of the poor people are the "poverty in poverty",their standard of living is much lower the National Poverty Line,as the Short-term poverty alleviation through the movement is difficult to completely achieve the effectiveness.On the other hand,the grassroots practice of China’s poverty alleviation work and poverty alleviation policy appeared in a departure from the situation.The allocation of poverty alleviation resources are controlled by the all levels of government,but the government-led poverty alleviation system,which leads to the flow of poverty alleviation resources,mainly reflects the will of all levels of government and officials,and the "poverty in poverty",which is the most in need of poverty alleviation,is often not helped,that badly damaged the effects of poverty alleviation.During the fieldwork of X County in Anhui Province,the author has gathered feedback from poverty-stricken participants from a variety of different roles and positions on deviations from poverty reduction.Large to poor village indicators of the distribution,as small as the determination of the number of poor households,there are always masses who are not defined as poverty making trouble.Currently,China’s poverty alleviation work has come to the crucial stage,it has become an important political task in various poverty-stricken counties,the performance and achievements of government officials at all levels in poverty alleviation are regarded as important weights in the competition.This paper attempts to start from the practice of poverty alleviation at the grassroots level in a national poor county.Making a thick description of how the county governments allocate poverty alleviation indicators and projects for each township,as well as the township government to determine the practice of poor villages and poor households.On the basis of the description,this paper make analysis of how the county government,township government,village and farmers are in the practice of poverty in the interests of the demands and action strategies,as well as the parties to the impact of the allocation of poverty alleviation resources.In view of the phenomenon of poverty alleviation grassroots practice and policy objectives deviate from the phenomenon,to identify the action logic of different interest groups,and analysis of this phenomenon led to deep-seated institutional and social reasons. |
