Research On Land Use Efficiency Evaluation And Influencing Factors In Shanghai Development Zone

Based on the land use efficiency of the market development zone,based on the theory of diminishing land returns,smart growth theory and sustainable development theory,based on the comprehensive analysis of the current situation of land use in the Development Zone,the DEA model for evaluating the land use efficiency of the development zone was constructed,and the Tobit regression model for analyzing the factors affecting the land use efficiency in the development zone was constructed.This paper evaluates the land use efficiency of Shanghai Development Zone and studies the influencing factors,and puts forward countermeasures and suggestions for improving the land use efficiency of Shanghai development zone.The conclusions of this paper are as follows:(1)the contradiction between land supply and demand is still outstanding,and the level of land use efficiency needs to be improved.There are still some problems in the Development Zone,such as the decreasing of incremental space,the low intensity of land use,and the large difference in land input and output level.(2)in the 2013-2017 years,the overall land use efficiency in the development zone of the market was fluctuating upward;in 2017,the land use efficiency of the 13 development zones of China(free)trade pilot area and the jinjinqiao economic and Technological Development Zone was 1,which belonged to DEA,and the land use efficiency of the other development zones was less than 1,which were all non DEA effective.The land use efficiency of municipal development zones is only 0.390,which is much lower than that of national development zones,industrial bases and urban industrial plots.(3)the level of development zones,the number of scientific research personnel and the number of invention patents all have significant positive effects on the land use efficiency of the Development Zone,while the zoning situation has a significant negative effect on the land use efficiency of the development zone.According to the results of DEA evaluation and Tobit regression,combined with the current situation of land use in Shanghai Development Zone,this paper puts forward three suggestions to improve the efficiency of land use in Shanghai Development Zone.First,activate the existing industrial land and strictly dispose the idle land;second,improve the level of scientific and technological innovation and change the concept of attracting investment;third,optimize the allocation of resource elements and reform the park management system.
