With export trade sustained and in-depth integration on opening to the outside world,China’s high-tech industry exports accounted for the proportion of China’s total exports is also increasing.However,because the technology uses more than technical innovation,as most of our products is still in the bottom of the global value chain [8].The current situation,in the face of increasingly fierce protectionist extrusion and speed up the urgent task of constructing innovative countries,and improve the quality of export products,the use of the core technology to improve the manufacturing for export products competitiveness become be solved the problem of high-tech industry in China.At the same time,report of the 19 th CPC national congress put forward to optimize the regional opening-up layout and realize the regional harmonious development.On the layout and development of high-tech industries in China,there are significant regional heterogeneous characteristics,the eastern region development of high technology industry with more favorable policies and endowment advantage,central and northeast area industrial face a high pressure on structure upgrade,high-tech industry development in western China is lagging behind obviously.Therefore,Innovation factors and spatial spillover affecting China’s provincial high-tech industry export complexity were analyzed,has certain application value and practical significance.In this paper,starting from the review of the concept and connotation of the export of complexity,by combing export complexity calculation of relevant literature,selected the suitable for China regional high-tech industry export complexity of calculation method,and the 30 provinces(autonomous regions and municipalities,Tibet removed due to lack of data)in China’s high-tech industry(2005-2016)to measure the complexity of the export,the results showed that high-tech industry in our country export complexity does exist significant differences between areas and characterized the club convergence within the region.Byanalyzing the comparative advantage theory,the technology gap theory,theory of factor endowments,the mechanism of innovation can influence the export complexity theory is made on the relationship between the complexity of export and innovation stated more clearly,the innovation as the core of the endogenous economic growth theory to explain variables through the power of all kinds of factors can affect export complexity.Based on the current situation and problems of China’s high-tech industry export trade,we found that the export of high-tech industry in regions of China is different,different industry segment are differences,and in the R&D of high-tech industry investment and patent authorization has made the detailed analysis,found that high-tech industry still exist some problems in the innovation and development in our country.All kinds of factors of innovation in order to better research is how to affect this export complexity,in this paper,based on the framework of reference for the related research,innovation elements from the input of innovation,output of innovation,service of innovation three aspects,and based on the three aspects to form and to choose the appropriate explained variable indicators.We’ve learned through the regression analysis of ordinary panel model,all kinds of innovative elements under certain significance level to promote high-tech industry export complexity produces positive effect,and comprehensive consideration to the high-tech industry in China’s regional differences and regional export complexity within the convergence,then verify the overflow mechanism innovation effect and influence to promote regional export level of complexity is particularly necessary,based on the2005-2016 of China’s 30 provinces(autonomous regions and municipalities)panel data as samples,first using SDM for overflow the global effect of regional innovation empirically,and then using GWR model for overflow the local effect of innovation.research shows that: the provincial high-tech industry and regional innovation capital export complexity existed significant positive correlation;R&D and patent license there exists a positive spillover between regions;Regional innovation spillover effect on high-techindustry export complexity in space to present characteristics of "strong east,west weak,central uplift".The suggestions of promote regional high-tech industry in China is presented based on the above analysis export level of complexity,that is,one is to pay attention to the power of innovation and it’s role,continue to implement the strategic plan for the development of high-tech industry.The second is to allow for high-tech industries exports complexity in different niche business and regional differences in our country,to improve the export structure,to optimization area open pattern of high-tech industry in our country.Three is to accurate judgment different kinds of innovative elements to high-tech industry export of complexity.In particular is to strengthen the money into the R&D of high-tech industries,attaches great importance to the introduction of the research and development personnel and the power of the patented technology,to further attract high quality FDI,promoting regional collaborative innovation and communication,to establish regional high-tech industry innovation alliance.Four is to seek to establish a mechanism of sharing regional innovation and innovation sharing policy.To make all kinds of factors of innovation is not only in full flow freely within the region,but also to flow sharing between different areas in our country.
