Research On Development And Policies Improvement Of Mongolian Medicine Industry In Tongliao

Chinese medicine is one of the most typical elements in Chinese culture.It is said in the report of the 19th National Congress of the Party that we should insist on paying equal attention to both traditional Chinese medicine and Western medicine,inheriting and developing the essence of traditional Chinese medicine,which fully reflects the State’s great importance attaching to the development of traditional Chinese medicine.As one of the most important parts of Chinese traditional medicine,Mongolian medicine,which has a long history and is abundant in medical material resource,has a critical effect in the treatment of cardiac cerebrovascular diseases,hepatobiliary diseases and rheumatism,which is a precious cultural treasure with unique national characteristics.In 2008,with the approval of the State Council,Mongolian medicine was listed in the second batch of national intangible cultural heritage list.With the development of modern science and technology,as well as the continuous improvement of the requirements of human society for the standard of life and health,traditional Mongolian medicine radiates strong vitality and shows broad development prospects in the trend of "returning to nature and advocating green".The advantages and development space of Mongolian Medicine has drawn more and more attention of central and local government.Under the governmental policies of knowledge protection,financial support and talented training,Mongolian medicine will become a new growth point on promoting the local economy.However,due to the late start of Mongolian medicine industrialization and insufficient innovation ability,compared to other ethnic medicine like Tibetan medicine or Miao medicine,Mongolian medicine developed much slower.In order to solve the problems that restrict Mongolian medicine industrial development and promote the healthy growth of Mongolian medicine,Tongliao government has drawn up and carried out a series of policies to promote Mongolian medicine since 2013.So far,Mongolian medicine in Tongliao has made a constant progress.However,the disadvantaged position of Mongolian medicine in domestic pharmaceutical market has not been changed.The issue such as high market access and incomplete standard system,which has restricted Mongolian medicine growth for a long time,has not been solved.It is extremely need the government’s attention and governmental policy to support.This essay,based on the existing Mongolian medicine Policy in Tongliao and present situation of Tongliao Mongolian medicine,analyze the highlighted Mongolian medicine development constraint issues and apply the theory of Government economic function and Industrial policy to propose advice on Mongolian medicine policy optimization for Tongliao government,which will also provide a successful experience to other characteristic industries in minority concentrated region.
