| With the development of the globalization of population aging,more and more countries have begun to pay attention to a series of problems brought about by population aging.China officially entered the aging society in 2000.In recent years,with the deepening of the aging of our population and the transformation of our family structure,the demand for long-term care has been increasing.In this context,the Ministry of Human Resources and Social Security of China issued the "Guiding Opinions on Piloting the Long-term Care Insurance System" in December 2016,and proposed to pilot social long-term care insurance in 15 cities.By the end of 2017,the 15 pilot cities had introduced relevant long-term care insurance pilot policies and gradually implemented them.Establishing a long-term care insurance system is not only an important measure for actively responding to aging,but also a need to promote the development of the pension service industry,expand domestic demand,increase employment,and realize the transformation and upgrading of economic structureThis thesis makes a comparative analysis of the demographic structure and economic development level of the pilot cities of long-term care insurance.At the same time,this thesis sorts out the fund-raising mechanisms for long-term care insurance in 15 pilot cities from the perspectives of coverage,payment standards and levels,payment methods and standards.On this basis,we construct a long-term care insurance financing efficiency evaluation index system that uses long-term care insurance fund income,personal contribution levels and financial subsidy levels as input indicators,long-term care insurance coverage and payment levels as output indicators.Then with the help of DEA model,the comprehensive efficiency,pure technical efficiency and scale efficiency of long-term care insurance fund raising are calculated.In addition,this thesis constructs a comprehensive evaluation system of long-term care insurance financing level,regional economic development,and demographic structure.After determining the weights of the evaluation indexes of each subsystem,the coordination degree of the long-term care insurance financing level of each pilot city with its economic development and demographic structure was calculated with the aid of coupling and coordination model.The empirical analysis results show that the financing levels of long-term care insurance in China’s current pilot cities are quite different,and there are obvious differences in financing efficiency.From the results of the coupling and coordination degree,most of the pilot cities are lagging in financing levels of long-term care insurance and have raised funds The level does not match the economic development and demographic structure of various places.Finally,this thesis proposes the following suggestions to improve the efficiency of long-term care insurance fund operation and the coordination between fundraising,economic and social development:(1)build diversified fund-raising channels and establish a dynamically adjusted fund-raising mechanism;(2)optimize the input and output of the long-term care insurance financing mechanism and improve the efficiency of capital utilization;(3)improve the level of financing,realize the coordinated development of financing level-economic development-demographic structure;(4)establish an evaluation mechanism to ensure the effectiveness of the use of long-term care insurance funds. |
