Study On The Measurement And Influencing Factors Of Regional Coordinated Development In Henan Province

The spatial imbalance of economic development is an internal law,and balanced and coordinated development between regions is the goal pursued by governments of various countries in economic development.Since our country put forward the issue of regional coordinated development in the 1990 s,this issue has been receiving much attention from the government and scholars.In November 2018,the State Council issued the "Opinions on Establishing a New Mechanism for a More Effective Regional Coordinated Development".The "Opinions" stated that "there is an effort to achieve equalization of basic public services,a more balanced level of access to infrastructure,and a generally comparable level of people’s basic living security goals" to promote coordinated regional development.It can be seen that reducing the differences in residents’ quality of life has become the main goal of coordinated regional development in the new period.The theme of this article is to study the regional coordinated development of Henan Province from the perspective of the quality of life of residents.Based on basic concepts and literature reviews,this article first constructs a“resident quality of life index”,which is a comprehensive index composed of an economic index and a basic public service index;and calculates Henan Province from2008 to 2018 the comprehensive index of the quality of life of residents in individual cities has shown a periodic upward trend.Secondly,the article measures the difference of the residents’ quality of life index.The measurement methods are non-spatial measurement methods and spatial measurement methods.The results unanimously show that: 2008-2012 slowly rise,2012-2018 fluctuations decline,indicating that residents the difference in quality of life presents a trend that first expands and then shrinks,that is,the degree of coordination among regions from the perspective of quality of life first expands and then shrinks.Thirdly,the article analyzes the influencing factors of the residents’ quality of life index.The study found that per capita education budget expenditure,per capita medical budget expenditure,urban-rural income ratio and the proportion of non-agricultural industry population have a positive correlation to the quality of life of residents,while the regional population has a negative correlation.Finally,combined with the above analysis,it provides policy recommendations for promoting regional coordinated development of residents ’quality of life.In this paper,a variety of quantitative analysis methods are used.The spatial measurement method Moran’s I index is used to measure the degree of index difference.At the same time,non-spatial methods such as coefficient of variation,weighted coefficient of variation,Theil index,and Gini coefficient are used to enhance the validity and credibility of the results;when analyzing the influencing factors of the index,panel data is used for multiple regression analysis.The marginal contribution of the article lies in selecting the perspective of residents ’quality of life for regional coordination analysis.Most of the previous literature only considered economic factors and selected GDP as an indicator,while choosing the perspective of residents’ quality of life can better reflect the ultimate goal of regional coordinated development in the new period.
