| In the process of economic globalization,regional competition and friction are intensified,so the construction and improvement of regional innovation system become the key to the sustainable development of regional economy.Innovation has injected a steady stream of vitality into the national economic system,and has gradually become the most important driving force for China's growing economic strength and highquality economic development.The development momentum of innovation resources input and innovation achievements in Zhongyuan urban agglomeration are developing very fast,but Zhongyuan urban agglomeration locates in less developed areas which has a weak foundation for development of innovation.Also,Zhongyuan urban agglomeration is facing the shortage of innovation resources,especially the shortage of high-tech talents.Therefore,optimizing the allocation of innovation resources and improving the innovation efficiency are crucial to strengthening the economic development impetus and realizing the rise of Zhongyuan urban agglomeration.The paper selected Zhongyuan urban agglomeration as the research object based on the actual needs of regional innovation efficiency evaluation of Zhongyuan urban agglomeration and the research on regional innovation efficiency evaluation framework and the regional innovation system theory and the current situation of the development of Zhongyuan urban agglomeration innovation.Using the three stage DEA method to build Zhongyuan urban agglomeration efficiency measure model.The regional innovation efficiency measure model selected 2011-2018 panel data of 30 cities in Zhongyuan urban agglomeration.The paper have used DEAP and Frontier analysis software to measure and analysis the efficiency of regional innovation system of Zhongyuan urban agglomeration.This paper tried to find out the problems of regional innovation efficiency in Zhongyuan urban agglomeration and put forward the corresponding countermeasures and Suggestions.The analysis shows that the overall regional comprehensive efficiency of Zhongyuan urban agglomeration is low,the regional innovation efficiency shows an increasing trend of fluctuation in the past eight years,and the waste of innovation resources have existed in Zhongyuan urban agglomeration.The low efficiency of innovation in central plains urban agglomeration is mainly attributed to the low efficiency of scale,so it is necessary to adjust the scale of innovation investment so as to improve the level of innovation efficiency.There is a large gap in innovation efficiency and evolution trend and different innovation development modes in different regions.Therefore,corresponding innovation development strategies should be formulated according to the actual situation of innovation development in different regions.The results of the regression analysis of environmental variables in the second stage show that the quality of labor force has a significant role in promoting the regional innovation efficiency of Zhongyuan urban agglomeration.It is concluded from the difference analysis of the efficiency values of the first and third stages that environmental factors have a significant promoting effect on the pure technical efficiency and a significant negative effect on the scale efficiency.The paper explored the method of improving the efficiency of city innovation combined with the actual situation of Zhongyuan urban agglomeration so as to improve the theoretical framework of regional innovation system and to sum up the mode of regional innovation system construction in China and provide some references for the operation mechanism and to promote the construction of Zhongyuan urban agglomeration as a new growth pole in China and to provide reference for building "innovative country". |
