The Study On The Impact Of Land Determination On Agricultural Production Efficiency

The confirmation of rural land rights is an important basic work to improve the rural basic management system,protect farmers'land rights and interests,promote the development of modern agriculture and improve the rural governance system,which is related to the long-term development of rural areas and the vital interests of hundreds of millions of farmers.The smooth development of the confirmation of rural land rights has actively promoted the establishment and clarity of rural land property rights system,become the basis of rural land transfer and improve the efficiency of land transfer,reduce the related disputes in the process of land transfer,and play a positive role in accelerating agricultural investment and improving the efficiency of agricultural production.In 2018,as the closing year of the pilot work of land confirmation certification in rural China,it is of great significance to evaluate objectively the implementation effect of the current land confirmation policy for further deepening the reform of land system.Therefore,based on the large sample data of China Labor Force Dynamic Survey(CLDS),this paper uses the intermediary effect theory to study how land ownership affects agricultural production efficiency through land circulation,management mortgage and agricultural investment,and to analyze the decision-making mechanism behind it.The main process and conclusions of this paper are as follows:(1)Based on the statistical analysis of the sample data,52%of the farmers have obtained the "rural land contractual management rights certificate",so we still need to deepen the reform of the land system.Through the analysis of the characteristics of farmers,it is found that the enthusiasm of farmers is generally not high,the scale of operation is small,and the capital input of farmers is also small,which ultimately leads to the general low agricultural output value,which also means that the Rural Revitalization still needs to continue efforts.(2)The average production efficiency of sample farmers is 56.46%,and there is much room for improvement.Empirical analysis of land affirmation confirms that land affirmation system can improve agricultural labor productivity.From the specific numerical point of view,the productivity of farmers with land affirmation is about 3.4%higher than that of non-affirmative farmers.In addition,the individual and family characteristics of peasant households and village characteristics have a significant impact on agricultural production efficiency.(3)Both land transfer and agricultural investment play a part of intermediary role in the impact of land ownership on agricultural production efficiency.The land right confirmation has a significant positive impact on farmer's land transfer.The area of land transfer of the right farmers is 3.13 mu more than that of the non-right farmers;the productivity of agricultural labor increases by 0.03%for every increase of the land transfer area;the land right confirmation has a positive impact on farmer's agricultural investment,and the agricultural investment of the right farmers is 0.27%more than that of the non-right farmers.For every 10,000 yuan increase in agricultural investment area,agricultural labor productivity increased by 0.22%(4)Based on the above conclusions,this paper puts forward the following policy recommendations 1.standardize rural land circulation and promote the development of land circulation market;2 establish the rural land value evaluation system,improve the mortgage loan market of land contractual management rights;3.improve the market of agricultural factors and increase farmers'willingness to invest in agriculture.
