| In the process of rural financial system construction,rural payment system is a very important part,and rural payment environment can have a direct impact on the function of rural financial system,which is also the basis of rural economic development and new rural construction.Binzhou Municipal Government attaches great importance to the economic development of rural areas,and takes the development of rural financial services "agriculture,countryside and farmers" as an important part of the strategic planning of county economic development.In the course of many years’ development,Binzhou Central Branch of the People’s Bank of China has been playing a leading role in the construction of rural financial service system.It not only fully grasps the actual situation in rural areas,but also actively explores the expansion and improvement of payment channels in rural areas,so as to make the payment service infrastructure in rural areas.The level of construction has been continuously improved,and a rural payment service system centered on the modern system has been formed.Although Binzhou City has implemented many measures to improve the rural payment environment,it is affected by many factors,resulting in the failure to achieve the desired results.This paper studies the construction of rural payment service environment in Binzhou.Firstly,it analyses the current situation of population,social and economic development level and payment environment in rural areas of Binzhou.It finds that there are some problems in the construction of payment environment in rural areas of Binzhou,such as insufficient service capacity of rural financial outlets,weak implementation of financial basis,poor channel of funds transfer,and difficult to change the habit of using cash.Secondly,through the analysis of the above problems,it is concluded that the unbalanced development of urban and rural economy,the insufficient investment in infrastructure in rural areas,the free choice of commercial banks under market mechanism,the lack of effective cooperation in policy promotion and the inadequate publicity and popularization of new payment instruments are the main reasons for the construction of rural payment environment in Binzhou City.Finally,the paper puts forward the development ideas to improve the rural payment environment in Binzhou. |
