With the rapid development and combination of Electronic Commerce and Mobile Telecommunication technologies, it is possible for the attendees of Electronic Commerce to conduct secure electronic payment anywhere at any time. Compared with the traditional payment method, mobile payment is more flexible and convenientAt the present time, mobile payment application was mainly micro-payment at home and overseas, the security of the mobile payment application is the key problem. Based on the application research environment of the mobile payment, this dissertation analyses their characteristic and safety requirement and the problem of the existing payment protocol,then proposes a safe mobile payment system.Adapting the 3-D model of the 3-D Secure protocol, the payment system plots out three domains: Issuer Domain, which concerns the systems and functions of the issuer and it customer(cardholders);Acquirer Domain, which deals with the system and functions of the acquirer and its customer(merchants); Interoperability Domain, which refers to the systems and functions that allow Issuer Domain systems and Acquirer Domain systems to communicate worldwide. With the help of the reliable third party, the issuer, the acquirer and the payment gateway could together build a dependable trading circumstance. In the domain, the issuer and the acquirer can adapt flexible methods to authenticate the cardholder and the merchants respectively. In the payment process, e-check, which is signed and distributed by the Issuer, is imported to combine the flow of the cash and authentication to provide users with secure mobile payment service. The e-check and the addition of payment module equipped in the user's terminal equipment enables the terminal equipment to act as a security e-wallet. Through the electronic wallet, the users can process the mobile payment. This security solution of mobile payments doesn't confine the data-beared channel of the mobile communication technology, so the system not only can be implemented in the mobile communication environment but also adapts to the traditional electronic payments.
