Research On The PPP Development Model Of Gu'an New Industrial City

With the improvement of urbanization process and the emergence of many problems such as metropolitan diseases,the coordinated development of multi-cities has become an urgent issue to be solved.But there are many bottlenecks in the development of small towns around super-first-tier cities.Employment,people's livelihood,environment and other issues need to be considered together.At the same time,the demand for urban infrastructure is higher.However,the financial situation of local governments is different.Many local governments' financial revenue is difficult to adapt to relatively high-volume cities.The corresponding financial needs of government infrastructure.PPP is a business development mode of cooperation between government departments and enterprises.It can not only effectively alleviate the financial pressure of the government,but also improve the level of infrastructure in the region.At present,there are many cases of PPP development in China,but the mode is relatively single.Most of them are the settlement methods of basic municipal projects.In Gu'an County,Hebei Province,government departments are faced with a large number of problems of urban infrastructure and industrial import,not only one or several municipal PPP projects can solve the problem,the advantages of Gu'an County are obvious,the concept of the economic circle around the capital,as well as the deconstruction of non-capital functions,the construction of new airports and so on.But Gu'an County is also faced with a lot of problems in the early stage of development,such as the weak financial payment ability of the government,the lack of the concept and ability of large industry introduction,and even the planning and design of the whole industry.In this context,the local enterprises of Hebei Province Huaxia Happiness and the government of Gu'an County have reached cooperation in the development of innovative industry new town,Huaxia Happiness adopts PPP model which includes "design-construction-financing-transportation".The operation mode of DBFOT implements the planning and construction of industrial new towns and provides services such as industrial development and urban operation.During the period of cooperation,Huaxia Happiness has become the direct provider of industrial agglomeration,guidance and operation services,while the government has transformed itself into the supervisor of service quality andefficiency,fulfilling the government's functions by building a comprehensive regulatory system to maximize public interests.While this case has been successful,it has also been fully affirmed by the State Council,the National Development and Reform Commission and other parties.This paper analyses the operation mode and innovative highlights of Gu'an Industrial New Town,including resource integration,settlement,repayment and other operational details,and conducts a comprehensive study on the development mode of the Industrial New Town.
