Operation Of Land Consolidation Project Invested By Enterprises

Land consolidation has risen to strategic deployment at the national level,China's land consolidation and high-standard basic farmland construction projects invest huge amounts of funds,large-scale renovation,new arable land effect is remarkable.However,with the increasing task of land consolidation,the problem of insufficient financial security becomes more and more prominent.We must actively explore the mode of social capital investment in land consolidation,attract social enterprises,groups and other financial institutions to participate in land consolidation,and give full play to the advantages of social capital and enterprise management.By using the methods of literature research,case study,expert interview,comparative analysis and system analysis,the author summarizes the research progress of land consolidation development and enterprise investment in land consolidation project operation at home and abroad,Including the research status of PPP model and the problems in practice,etc.This paper summarizes the basic conditions and development trend of land consolidation in Pingyi County,makes a comprehensive analysis and evaluation of the case of Pingyi County's basic tobacco field consolidation project,puts forward the problems existing in the project implementation,and puts forward the improvement scheme of PPP mode involving leading enterprises and agricultural cooperatives.The following conclusions are drawn:(1)Based on the investigation and theoretical analysis of the county land consolidation project,the paper reveals the characteristics of the land consolidation project and its implementation.County land consolidation has undergone a process of development from low level to high level,relying on the allocation of special financial funds,attaching great importance to the acquisition of balance index of occupancy and compensation and construction land index,and has obvious characteristics of mountainous and hilly areas,showing the characteristics of large quantity,small scale and wide distribution.There are problems of low investment intensity,low quality of newly-added cultivated land and low degree of scale operation.Combining with regional characteristics and adapting measures to local conditions,carrying out comprehensive and eco-friendly land consolidation work is the focus of the next step;(2)Through the analysis of the operation process of basic tobacco fields consolidation project,the paper summarizes the limiting factors and operation countermeasures of the land consolidation project invested by enterprises.Enterprise investment in land consolidation project operation can give full play to the advantages of enterprise management,technology and talent,strengthen supervision and management of project construction,improve the efficiency of project construction and fund utilization,guarantee the quality of project construction,effectively control project budget cost,and make up for the shortage of government investment projects;(3)By introducing leading agricultural enterprises and cooperative organizations and participating in land consolidation operation with PPP model,the problems of insufficient government investment and poor management and operation effect in the later stage of the project can be effectively solved.Centralized land transfer and unified operation and management are key to the overall benefit of land consolidation projects,and can improve the level of regional scale operation,increase the income of investment enterprises and farmers,and further attract social capital investment.
