Research On The Three Public Expenses Publicity Of District-level Departments Of W District In Suzhou

Doing a good job in making the central and local budgets public and further enhancing the transparency of fiscal management are of great significance to improving fiscal management,strengthening social supervision,modernizing the country's governance system and capacity;promoting the building of a transparent and clean government.As an important part of the budget disclosure work,the disclosure of public expenditures of the "three public affairs" was carried out in all provinces,cities and counties in 2015.Local governments,with "openness as the norm and non-disclosure as the exception",made public budgets,final accounts and public expenditures of the "three public affairs" in accordance with laws and regulations to ensure the full,true and complete contents of the disclosure.Based on the perspective of district-level departments,this paper selected 62 district-level departments in W district of Suzhou from 2015 to 2017 as the research object,and analyzed and discussed the current situation,problems,causes and countermeasures of the implementation of "three public funds" disclosure by local governments.The content of this article is based on the "open operation rules for local budgets and final accounts" issued by the ministry of finance in 2016.We will remain issue-oriented,focus on openness and effectiveness,focus on social hotspots,and respond to public concerns.It is convenient for the public to supervise,the public can find,understand and supervise the public content.On the basic requirements,and on the basis of the relevant data for the facts to support,through the district department of the policy basis in public funds for "three fairs",public process,open content and results of statistics and analysis,and from the Angle of the sector itself and the public,to multiple perspectives,all reflect the district department of public work present situation and problems at present.In the problem analysis,the district-level departments are compared with the central departments,so as to explain the local status quo and the gap with the central government in terms of system,process and content,etc.,which also enables the public to know the development of their own regions.Through analysis,it is found that there are some problems in the disclosure of "three public funds" in district W,such as immature disclosure basis system,insufficient construction of access channels,low quality of disclosed content and information,and unsatisfactory disclosure results.This paper also explores the causes of a series of problems in the public work of district-level departments,which are mainly caused by the weak legal basis,imperfect public mechanism and unrealistic establishment requirements,and subjectively related to the unprofessionalism,lack of responsibility and ineffective supervision of personnel.After the public to promote the district department still need to constantly improve and perfect,thus reducing the gap with the central departments,and grope for a development path suited to the characteristics of the local,the feasible countermeasure mainly improve the working system of the public,improving the quality of information,improve the specialization degree and the open channel and efficient and convenient,strengthening the participation of the whole society interaction.
