The impact of FDI on the economic development of the investee countries has long been concerned by foreign scholars during World War II.As the largest foreign capital inflow in developing countries,the influence of FDI on the related industries of China has also attracted wide attention.For many years,China's investment strategy of “market-for-technology” has greatly promoted the process of technological innovation in various industries in China.FDI has become one of the important factors for China's economic growth.Domestic and foreign researches on the spillover effect of FDI on innovation are mostly targeted at a certain region or all industries,and discussed the impact of FDI on innovation ability or innovation output.However,there are few reports on the impact of FDI on the efficiency of technological innovation in specific industries.With the increasing aging of the population in China,the development of pharmaceutical manufacturing has gradually become the focus of China's economic research.This paper will make an innovative use of the data related to the pharmaceutical manufacturing industry and its sub industry to make an empirical study on the spillover effect of FDI technology innovation efficiency in the pharmaceutical manufacturing industry.This paper first consults a large number of domestic and foreign literature,focuses on existing research results and frontier dynamics in the areas of FDI and technological innovation efficiency,systematically collates technological innovation efficiency theory and FDI theory,and analyzes the efficiency of FDI in pharmaceutical manufacturing technology innovation.Secondly,this paper retrieves the technical innovation input and output data of the three sub industries of China's pharmaceutical manufacturing industry,and evaluates the present situation of the technological innovation and development of the pharmaceutical manufacturing industry in China,as well as the present situation of the participation of foreign enterprises in the pharmaceutical manufacturing industry.Thirdly,this paper measures the technological innovation efficiency of domestic and foreign enterprises in pharmaceutical manufacturing industry and empirically examines the relationship between FDI and the efficiency of technological innovation in the pharmaceutical manufacturing industry.Data envelopment analysis(DEA),as a non-parametric method to evaluate decision variables with multiple inputs and multiple outputs,has been recognized and valued by more and more scholars and widely used in various fields because of its simplicity and no human weight determination.This paper will use the CCR-DEA model based on the scale return and the BCC-DEA model based on the scale reward variable to measure the technological innovation efficiency of the pharmaceutical manufacturing industry in China,and build a model to explore the spillover effect of FDI on the technological innovation efficiency of the pharmaceutical manufacturing industry.We also empirically analyzed the impact of absorption capacity of domestic-funded corporations,technology gaps of domestic and foreign-funded corporations,and the intensity of market competition on the efficiency of FDI technological innovation efficiency spillovers.At the same time,the regression analysis of these factors and the efficiency of technological innovation of pharmaceutical manufacturing has been carried out to explore whether it has significantly affected the technological innovation efficiency of China's pharmaceutical manufacturing industry.Finally,according to the results of the empirical analysis,this paper points out the shortcomings of the technological innovation in the pharmaceutical manufacturing industry,and provides a policy reference for FDI to promote the improvement of the technological innovation efficiency of the pharmaceutical manufacturing industry in China.
