In the early days of reform and opening up,the agricultural land policy,separating land ownership and contracting operation rights,effectively improved farmers' agricultural enthusiasm and liberated rural productivity on the basis of collective ownership in China.Nowadays,with the rapid development of science and technology and the significant changes in the market economy,the disadvantages of the household-based contract responsibility system are becoming increasingly apparent.The small-scale and fragmented management of farmland has become a major obstacle for the development of farmland at this stage.How to achieve land scale management and promote the development of modern agriculture under the condition of insisting on the responsibility system of household joint production contract.The idea of separating ownership,contracting rights,and management rights was put forward in 2014,which not only conformed to the farmers' will of retaining the contracting rights and transferring management rights but also made major innovations for China's modernization of agriculture and scale management.The policy of the three rights division promotes the intensive management of land by promoting the transfer of farmland management rights as well as liberates the surplus rural labor force on the grounds of ensuring that the ownership remains unchanged.At the same time,it provides assistance for the development of large-scale operations through the re-allocation of resources and the input of agricultural machinery.How does the policy of three rights division affect scale farming? What is the impact brought by the policy of three rights division on the scale of the land,and how effective is it? The study of them has important theoretical and practical significance for the reform of the separation of powers in the rural land system,which needs to be further explored.Firstly,according to analyzing relevant literature reviews at home and abroad,the research background and significance of the three rights division are analyzed.Then,it proposes the research content of the article and analyzes the framework.The second chapter gives an account of the concept of the three rights division and scale farming.Meanwhile,the related theories are involved.The third chapter introduces the three rights division in the analysis of the following three aspects: the three rights division and the transfer of agricultural land management rights,the transfer of agricultural land management rights and large-scale operations,and the three rights division and large-scale operations effect.In the fourth chapter,based on the data of 389 valid questionnaires in HUBEI Province,using the Logistic model,an empirical analysis of the impact of the three rights division on scale farming is carried out.At the end of the thesis,the countermeasures and suggestions are put forward according to the empirical results.Comparing with the research on the influence of large-scale operations brought by the land transfer and farmers' will or the issue of rural land transfer from the perspective of the three rights division,the thesis is innovative in research perspective and research contents.In terms of the research perspective,it analyzes the impact of the three rights division on the scale of farmland management from the three rights division.In terms of the research contents,it uses the positive influence factors of land circulation as variables to explain the three rights division,conducting an empirical study on this issue by using the econometric model in light of the policy of the three rights division,which is a farmland policy formed through the transfer of farmland management rights.The study shows that the transfer of land by farmers,the expansion of the cultivated land area,familiarity with the policy system,and the issuance of land rights certifications can help to increase the scale of farm households and develop the scale of farmland operations.On the contrary,the improvement of education level and the change of the reasons for transfer will reduce the probability of farmers' expanding the scale of operations.
