Agriculture and the small and micro businesses are weaknesses of financial services in china,and the most important work of inclusive finance.increase the support for agriculture and small enterprises,is the demand of building a well-off society in china.support for agriculture and small enterprises is the mission of rural credit cooperatives.in the reform of financial system,rural credit cooperatives are reform to rural commercial banks.in this process,some rural commercial banks appeared mission drift problem,how to solve the problem through multiple means,is becoming an important topic in banking supervision,and important to improving the efficiency of financial services the real economy and promoting the healthy development of rural commercial banks.In this paper,by using political science,management,economics,finance and other theories.in order to solve the agriculture and the small and micro businesses'problem of " difficult and expensive financing",and promote rural commercial banks'high-quality development,i study from the development process of the reform of rural commercial banks,and status of support for agriculture and small enterprises,analysis problems in internal management of banks,supervision system,support policies and measures,and put forward some policies and suggestions to strengthen the regulation.This article is divided into seven chapters.The first chapter is introduction;it introduces study background and meaning,study method and possible innovations of the paper,and summarizes study status.The second chapter defines the concepts of rural commercial banks,support for agriculture and small enterprises,and summarizes the theories.The third chapter analysis the external environment of rural commercial banks support for agriculture and small enterprises,the competition of supporting for agriculture and small enterprises is intensifying with the sinking of large and medium-sized banks,and supervision policies are issued intensively,and shows the measures and effects of rural commercial banks support for agriculture and small enterprises.from the different forms,the fourth chapter introduces that the powers of support for agriculture and small enterprises is weakening after the reform,includes such problems as unbalanced allocation of credit resources,high service cost,accumulation of financial risks,deviation of business ideas,etc,through some data and cases of rural commercial banks.the fifth chapter analyze the reasons of weakness of rural commercial bank support for agriculture and small enterprises on banks,regulation,and external environment.in the aspect of banks,it mainly includes the management system is not in order,high management costs and risk,the improper stock ownership structure,lacking of the financial products innovation,etc.in the aspect of regulation,it mainly includes the lack of county-level financial regulator,effectiveness of regulation methods is insufficient.In the the aspect of external environment,it mainly includes too much government interference,etc.the sixth chapter gives the policy suggestions to strengthen the support for agriculture and small enterprises of rural commercial banks.The seventh chapter gives the main conclusions and the shortage of this paper,and the direction of further research.On innovation,this paper summarizes some regulation policies in support for agriculture and small enterprises,the different forms of problems,and analysis the reason in regulation,government,society and banks.especially,the problem in grassroots financial regulation institutions is my thinking in practice.finally,this paper gives operable policy suggestions.
