Research On Government Investment And Financing M Echanism In Construction Of Transportation Infrastructure

Infrastructure construction in the transportation field is an important social development driver,economic and financial regulator,and people's livelihood employment stabilizer.As a majo6r infrastructure construction project related to the well-being of the people,the characteristics of large capital demand and high technical requirements in the field of transportation construction determine that the government needs to pay more attention to this field.However,the current research in the field of transportation construction is still not perfect,and vigorously developing transportation construction has historical inevitability and practical necessity.Therefore,research on investment and financing mechanisms in the field of transportation construction also has become an important part of social and economic development.Transportation infrastructure has the attributes of public products and economic attributes.Reasonably defining the boundary between the government and the market,giving play to the basic role of the market in allocating resources,and promoting the transformation of government functions are the ideas advocated by public management.Thence,transportation construction should combine the government and the market as a joint body to provide transportation products and services.This paper takes the development data of the transportation construction field and the investment and financing of local governments during the "13th Five-Year Plan" period of J Province as the research objects.Based on the public goods supply and government investment and financing related theories,the author conducted a systematic study and focused discussion on the overall characteristics of the construction of the transportation field in J province and the problems in the operation of the government investment and financing mechanism.The main conclusions of the research are as follows:(1)The construction situation in the transportation field of J province continues to improve,the relevant infrastructure is gradually improved,and the levels of various transportation modes have been significantly improved.During the "Thirteenth Five-Year Plan" period,the construction of highway infrastructure in J Province continued to accelerate,the "Four Verticals,Six Horizontals,Eight Shots and Seventeen Linkages" highway planning network was basically completed,the service level of ordinary countries and provincial roads was continuously improved,and the depth of rural highway access was continuously strengthened.The construction of the station is progressing in an orderly manner,and the development of the provincial highway transportation industry has made new progress.(2)There are still some bottleneck constraints in the government's investment and financing policies and operation modes in the field of transportation construction in J Province.Among them,problems such as insufficient financial input,difficulty in entering social capital,insufficient innovation in financing models,and difficulty in supervising project risks are relatively prominent,seriously affecting the sustainability and healthy development of regional transportation.The reason is mainly due to inadequate central and local powers,imperfect decision-making mechanism,imperfect supervision system and imperfect management and legal system.(3)Combining the questionnaire and personal interview results,in order to solve the problems of transportation investment and financing in J province,it is necessary to focus on reform and innovation,and deepen the innovation of systems and mechanisms.This article puts forward policy recommendations from three aspects:strict audit and supervision mechanism,building a comprehensive risk monitoring mechanism and reform and innovation mechanism to promote the healthy development of transportation investment and financing mechanism in J province.
