With the rapid development of network information technology,network transactions with advantages such as preferential,convenient and open are gradually becoming the mainstream consumption mode of the society.Related industries such as Internet payment,logistics and express delivery also emerge at the historic moment and become increasingly mature.The large-scale network transaction market has become a strong driving force for China's economic development.But,at the same time of development,the network transaction market has also caused various problems because of its virtual characteristics,such as the lack of network business operators' qualification,the difficult identification of commodity propaganda,the flooding of fake and inferior products,the increasing difficulty of consumer rights protection,etc.,the spread of illegal behavior gives the network market order confusion,plus network trading information hidden and mutable,government departments are extremely hard to carry out effective regulation,especially the market regulation departments that assume the main supervision responsibilities in the field of network transaction supervision,there are many thorny problems to be solved in the practical work.Based on the practice of W-district market regulation administration,this paper analyzes the existing problems and causes in the current market regulation department's network transaction supervision work,and reference to domestic and foreign advanced network transaction regulatory practices,from the supervisory ability of the ascension,optimizing the regulatory legislation,perfecting the supervision system of the three angles summed up the solution of the problem.It is hoped that the viewpoints of this paper can help the market supervision departments to improve the supervision strategies of online transactions,formulate policies and guidelines more suitable for the supervision needs,and effectively promote the healthy development of China's online trading market and Internet economy.This paper is divided into five chapters.The first chapter introduces the background and significance of this research,summarizes the research status of Internet transactions at home and abroad,and summarizes the research content and research methods.The second chapter expounds the definition,characteristics and related concepts of network transactions,and defines the responsibilities of the market supervision bureau and other government departments in the supervision of network transactions.The third chapter summarizes the development of China's network trading market and the current situation of the market supervision department's network trading supervision work.The fourth chapter takes W area as an example,discusses the problems existing in the network transaction supervision of the current market supervision department from three aspects:the unclear situation of the main body of the network market,the backward mode of the network transaction supervision,and the difficulty of investigating and dealing with the network illegal behavior.The fifth chapter draws on the advanced experience of network transaction supervision at home and abroad.The sixth chapter puts forward suggestions and countermeasures from three aspects:promoting the capacity building of network transaction supervision team,constructing diversified network transaction supervision mechanism,and constructing diversified network transaction supervision mechanism.
