With the rapid development of China's social economy,the waste produced by urban production and life is increasing,which not only takes up a lot of space,but also causes serious pollution to the environment.Recycling of renewable resources is the recycling of waste materials,which is a green,economical,low-carbon and environmentally friendly economic development model advocated by modern society.In recent years,under the background of the national implementation of garbage classification and constantly promoting the integration of the two networks,this study took the development process and current situation of renewable resources recycling and utilization in Zhengzhou as the research object.Based on the theory of circular economy and the theory of urban governance,this paper analyzes and studies the subjects of the government,enterprises,social organizations and the public who participate in the recycling of renewable resources,and clarifies their roles,rights and obligations in the governance,which provides a useful reference for the recycling of urban renewable resources.It helps the subjects to participate in the social governance correctly,produces better economic and social benefits,and benefits the government and the recycling Resource participants play a positive role to provide reference.Firstly,this paper combed and analyzed the research status of renewable resources recycling at home and abroad,clarified the basic concept and research scope of renewable resources by referring to relevant literature,and expounded the classification and recycling process of renewable resources.Then,this paper reviewed the development process and current situation of the recycling of renewable resources in Zhengzhou.Through the analysis of data and literature,the development of renewable resources recycling in Zhengzhou is divided into four stages.They are primary formation,free development,standard development and integrated development.This paper expounded the current situation of government management,recycling process,recycling network and community recycling mode of renewable resources in Zhengzhou.After that,this paper combined the urban governance theory to dissect the main body of renewable resources recycling.Besides,this study analyzed the main stakeholders such as the government,enterprises,non-governmental organizations and citizens,and identified the existing problems,and then found out the causes of the problems.Then,this paper sorted out the experience of renewable resources in Japan,the United States and other foreign countries,and compared the practices of advanced cities in China,such as Guangzhou and Ningbo,so as to draw inspiration for Zhengzhou.Finally,based on the theoretical framework of urban governance,this paper put forward some policy suggestions on the main body of renewable resources recycling in Zhengzhou,including the government,enterprises,non-governmental organizations and citizens.The innovation of this paper are as follows.Firstly,analyzing the recycling of renewable resources from the perspective of urban governance theory,guiding by building a social governance pattern of CO governance and sharing,considering both economic and social benefits,which is more political significance in the context of the modernization of the national governance system.Secondly,a systematic study on the development of renewable resources in Zhengzhou is carried out,which fills in the blank of the research on the recycling of renewable resources in Zhengzhou,and has an important guiding significance for the management of renewable resources.Thirdly,considering the dual background of garbage classification and "two networks integration",it has strong timeliness and can provide some reference for other urban renewable resources.
