| As the main force in rural finance,rural credit cooperatives have been affiliated to the People’s Commune since its establishment,merged into the People’s Bank,and also managed by the Agricultural Bank.In 1996,it was separated from the Agricultural Bank.Since 2003,it has been managed by the Rural Credit Cooperatives.With the transformation of most rural credit cooperatives into rural commercial banks,the problems in the management of the rural credit cooperatives have gradually emerged.How will the Rural Credit Cooperatives Association change the long-term healthy development of rural credit cooperatives and rural commercial banks in the future?It is related to the implementation of the rural revitalization strategy and the stability of the whole society.Therefore,the new round of rural credit cooperatives It is particularly important to carry out research on reforms.This paper uses a combination of qualitative analysis and case analysis to deeply analyze and analyze the reform strategies of Zhejiang Rural Credit Cooperative Union.First,it gives an overview of rural financial theory,and introduces domestic and foreign research results on the reform of rural credit cooperatives and provincial cooperatives.Secondly,the reform process of rural credit cooperatives in China is sorted out.At the same time,the development status of rural credit cooperatives in Zhejiang Province is analyzed from both the level of Zhejiang Rural Credit Cooperatives and their in-house agencies,and its reform effect is evaluated.Thirdly,it analyzes the current problems of Zhejiang Rural Credit Cooperatives,including the strong administrative management and the need to strengthen service functions.Then,from the relevant reform cases at home and abroad,Qinnong Rural Commercial Bank and German Savings Bank were selected for detailed analysis,and experience and enlightenments were drawn from them.Then,through in-depth investigation,from the two aspects of the future development needs of the rural credit cooperatives and provincial cooperatives themselves,they analyzed the motivations for the reform of rural credit cooperatives and provincial cooperatives,and analyzed five types of reforms of the rural credit cooperatives and provincial cooperatives.The main models are compared and analyzed.Finally,on the basis of the above analysis,this paper combines the actual situation of Zhejiang Rural Credit Cooperatives Union,and proposes a series of three aspects from the aspects of diluting administrative management,improving service capacity and related supporting reforms.This paper proposes to maintain the shareholding system reform of Zhejiang Rural Credit Cooperatives Union under the premise of maintaining the status of county-level social legal entities,introducing high-quality strategic investors,replacing administrative management with capital management,and following marketization principles,constantly improve their service capabilities. |
