With the continuous reform and development of China’s economic and economic system,social and economic development has entered a stable period.In order to find new economic growth points,the state has carried out a lot of reform policies to explore and make efforts.In terms of optimizing state-owned capital,the reform of state-owned enterprises has become the main battlefield for comprehensively carrying out reform.In the reform of state-owned enterprises,the most difficult problem to deal with and difficult point is the government in the leading state-owned enterprise restructuring,how to safely settle the workers of state-owned enterprises,effectively complete the transformation of state-owned enterprises capitalization.In the new era,the problem of employee placement in the reform of state-owned enterprises is of complexity and difficulty of The Times.It is particularly important for the government to make a proper balance and balance between its public management function and the role of capital contributor.In the specific process of resettlement,it is inevitable to deal with labor relations,social insurance,economic management,administrative ethics,historical problems and so on.Firstly,this paper reviews the literature and materials of related scholars at home and abroad on the restructuring of state-owned enterprises and labor placement,seeking common ground while reserving differences.Then from the Angle of theory specifically analyzes the state-owned enterprises,state-owned enterprise restructuring in China,our country state-owned enterprise employees placed the connotation of the concept,analysis the investors in the government role in the our country state-owned enterprise restructuring,the government’s administrative management role,and the role of the chief executive in the restructuring,when dealing with the restructuring of state-owned company worker behavior logic,etc.Secondly,studies deeply through theory with practice,this paper puts forward the government in leading employee allocation of state-owned enterpriserestructuring work,often ignore worker demands exist now,partial qualitative worker behavior,government function positioning not clear,the government behavior is not perfect,imperfect social security system,do not have a high level of staff to participate in restructuring and employee allocation problem such as path of simplification.Combined with the specific case study of S group after the successful restructuring,in this paper,through a lot of discussion,interview to collect a line of data and information,and the finishing and induction,system back the S group restructuring decisions early,legal relationship discussion,assigned specific measures,such as the whole process,summarizes the S group for several experience in safe.Finally,through empirical study,this paper puts forward the government should be involved in the face when leading state-owned enterprise restructuring restructuring the worker’s action and demands,speed up transformation of government functions,improve government behavior,improve the labor and social security system,improve staff to participate in the restructuring of decision-making mechanism,through various channels to explore staff resettlement compensation scheme of several general policy Suggestions,in order to achieve the same problems for the similar state-owned enterprises provide reference and reference.
