Research On The Implementation Of Preferential Enterprise Policies In H Province

The healthy development of enterprises is an important part of the benign operation of China’s economy.General Secretary Xi Jinping has called for all preferential policies for enterprises to be put into place as soon as possible and improved measures for supporting implementation.The government work report for 2020 also devotes an entire chapter to the issue of "stabilizing enterprises and ensuring employment",which demonstrates the determination of the Party and the government to build a clean,upright,fair,just and efficient business environment and stimulate the vitality of the socialist market economy.As a northeastern province,In order to realize the revitalization and development of the old industrial base in northeast China,H Province has also issued a number of preferential policies for enterprises on the basis of the implementation of the spirit of the central preferential policies in light of the actual situation of the province.It has become an urgent problem for the government to understand the implementation of these policies,find out the advantages and disadvantages,and provide direction for the construction of business environment in H Province.This research starts from the following aspects: First,introduces the research background and significance of this paper;Second,elaborated this article core concept and basic theory;Third,through to the released in August 2014,the central of the State Council on the recent support opinions on some major policy initiatives of northeast China until the end of 2018 H provincial party committee,the provincial government issued331 policy document for dismantling,tease out policies related to the credit enterprise policy,combining research discussion,visit and other practices,introduces the present situation we implement of the policy of H province and find out existing problems;Forth,analyze the root causes of the problems of current preferential policies from six aspects,namely,policy content,policy implementation process,policy implementation mechanism,financial support of policy implementation,digitization of government affairs andsupervision and evaluation of policy implementation.Fifth,in view of the problems and their root causes,the corresponding countermeasures and Suggestions are put forward,that is,policies should be scientifically formulated to benefit enterprises and the construction of the list of rights and responsibilities should be further promoted.Pay attention to the openness,publicity and interpretation of policies to reduce the resistance on the understanding of policies;Build a coordination mechanism to reduce the cost of friction in policy implementation;As a whole province’s financial resources,so that the policy supporting funds for enterprises to be guaranteed;Accelerate the digitization of government affairs and improve the efficiency of policy implementation;Strengthen the supervision and evaluation in the process of policy implementation,and gradually improve the policy.
