In 2015,the "Decision on the Reform of the Pension Insurance System for Staff in Government Institutions" was officially promulgated,which indicates that the retirement system of government institutions which has been used for decades should be thoroughly reformed.It has been more than four years since the reform document was issued.The progress and implementation of the reform in various institutions are different.Especially,institutions are more complex than administrative institutions in terms of unit category,personnel status and salary system,which are also the key factors affecting the reform of the old-age insurance system.By introducing the implementation of the reform of the old-age insurance system in institution T,the paper draws out the problems in the implementation,analyses and finds out the causes of the problems,and summarizes them.To some extent,these problems are also common problems encountered by most institutions in the implementation of the reform of old-age insurance.It is hoped that through proposals for specific problems of institution T,it can provide other institutions with a list.The promotion of the reform of the old-age insurance system plays a guiding role.By means of questionnaire survey,this paper analyses the opinions and concerns of employees and retirees in T unit about the reform of old-age insurance,and determines the difficulties in the implementation of the reform of old-age insurance in T unit.Then,using qualitative analysis method,the causes of the problems encountered in the implementation of the reform of T-unit endowment insurance are analyzed,summarized as the uncertainty of"Middle-aged Persons" treatment level,the non-synchronization of various reforms in institutions,the problems of occupational annuity,and insufficient confidence of insured personnel in the reform.The core concern of the paper is the particularity of public institutions.Finally,according to the above problems,specific suggestions are put forward from four aspects:guaranteeing the treatment level of retired middlemen,accelerating the pace of reform of public institutions,giving full play to the role of occupational annuity,and doing a good job in personnel ideological work.
