Research On Internal Control Mechanism Of The People's Bank Of China Lanzhou Central Sub-Branch

Finance is the core of modern economy, which holds the lifeline of society and economy. The People's Bank, as the central bank, which is the nerve center of the economic and financial system. have been making important contributions to the development and implementation of monetary policy, maintaining financial stability and the provision of financial services over the years. In the reform processing of the economic and financial, while discharging of duties, the People's Bank should establish a sound internal control mechanisms to strengthen and enhance risk awareness and ability to ensure the safety of the People's Bank, stable and healthy.Under the leadership of the head office, the People's Bank of China Lanzhou Central Sub-Branch has done a lot of work in establishing a sound internal control mechanism and strengthening internal management, has formed a new internal control mechanism construction pattern basically. However, there are some shortcomings in the existing system of internal control mechanism of the People's Bank of China Lanzhou Central Sub-Branch,because of the constantly changing of the management system, the converted functions, new business, new system and so on. Its Systematic, scientific and operational are to be improved. Thus there is great significant to establish awareness of risk prevention and establish the overall framework of internal control system for the central bank to perform its duties in promoting grass-roots.This article is divided into five parts. In the first part, it describes the research background and significance, then summaries the research trends at home and abroad about internal control, at last defines the research methods and on this basis, makes a technology roadmap of this study; The second part is an overview of internal control theory, firstly describes the three theories (such as system theory, control theory and principal agent theory), then summarizes the connotation of internal controls, objectives and of the internal control mechanism, finally the relevant internal control system of the People's Bank regulations; The third part of the Central Branch of the People's Bank of Lanzhou, as the research object, its internal control mechanism to analyze the current situation, analyzes problems in internal control mechanisms; based this, in the fourth part of measures to improve internal control and recommendations. The fifth part is conclusion:this article summarizes the research and makes less than this study and prospect.Through this paper, improve internal control mechanism, the internal control system to operate effectively in the People's Bank together with China to further deepen the financial system is consistent, and promote modernization of the People's Bank of China.
