Communications companies such as Huawei and ZTE have been second to none,especially in the job choices of graduates,where the industry has enjoyed spectacular success in recent years,However,the communications industry has gradually begun to decline after the wave of mobile communications.A survey of industry pay data in recent years found that from 2015,the average real wage growth of communications companies will be basically difficult to beat inflation,and many companies have also reported layoffs.Performance management is an important part of the human resources system,which embodies the company's strategy and is the core,which affects the efficiency of the company's operations.The effectiveness of performance management affects the company's revenue and future development.Especially at the current stage of economic downturn and the development of the communications industry,the performance management system needs to be rapidly transformed and optimized.X Company is a communications company established in 2013 and is committed to the research and development and production of 4G and 4G second communication systems.It is a company that produces and sells R&D.At present,the company has experienced rapid development in previous years and has entered a bottleneck period.The business development urgently needs to be transformed,and the corresponding management system needs to be adjusted.Through investigation and research,it was found that the management of R&D personnel in X company is characterized by extensive management,and there are problems such as low employee recognition of the performance appraisal system,unreasonable evaluation index design and guidance,and insufficient incentive guidance for performance appraisal.These problems have caused X to be unable to adapt to the characteristics of the current rapid expansion and transformation of the competitive environment.This paper studies the development of performance management-related theories at home and abroad and the results of practice,systematically studies the management theory,expounds the connotation,characteristics and main contents of the performance management system,analyzes its evaluation criteria,and studies the factors that affect the implementation effect.According to the status quo of R&D management of company X,through the field research and data analysis,the performance management system in the current stage of the operation of the research,find out the existing problems and need to improve the direction.Through the general manager,human resources department and other related issues to conduct research and interviews to determine the improvement of ideas and design principles.From the performance management system of four aspects of the redesign,the implementation of steps and continuous improvement.
