In China, nearly 280 million migrant workers are a large group. Some of them use the knowledge gained from the "learning by doing" between urban and rural areas, then return to their hometowns to form economic organizations with their own knowledge and characteristics, and provide goods or services to the market. This can not only create jobs for the local, but also gradually transform and improve the workers themselves in the choice of new labor methods.Labor mobility theory, human capital theory, social capital theory and entrepreneurial theory provide relevant theoretical basis for explaining migrant workers returning to their hometowns. The migration of workers is the result of comparison and selection between urban areas and rural areas. From the perspective of the "pull" of the outflowing areas, the pulling force including the improvement of the institutional environment and the economic environment in rural areas. From the perspective of the "thrust" of the inflowing areas, the institutional exclusion and the expected decline in economic expected income of migrant workers are important factors for their difficulty in integrating into the city.Secondly,it is necessary to analyze the emergence of migrant workers' returning to the countryside and the development of entrepreneurial scale from the perspective of entrepreneurial theory, human capital theory and social capital theory. Finally, promoting the integration of urban and rural development and implementing the rural revitalization strategy is a major strategic choice under the new normal of China's economy.Supporting and promoting migrant workers to return to their hometowns is an important part of implementing the rural revitalization strategy. The resource endowment and policy support of migrant workers themselves are indispensable conditions for their entrepreneurship. On the one hand, the economic capital of returning migrant workers,Human capital, social capital and the subjective will are the internal resource endowments that can be exploited and applied by entrepreneurs. On the other hand,a good institutional foundation and policy environment,as well as convenient transportation and location factors are the externalities on which to engage in entrepreneurship. This paper using the 2013 China Household Income Survey data, referred to as CHIP2013,setting the explanatory variables and a series of explanatory variables to quantitatively analyze the owned migrant workers. The difference between internal resource endowments such as economic capital, social capital, human capital and subjective will affects the decision-making of entrepreneurial behavior. The empirical results show that economic capital, risk appetite and subjective well-being and other intrinsic resource endowments have a positive impact on the entrepreneurship of returning migrant workers. The age and education level have an inverted U-shaped effect on their entrepreneurship, while returning migrant workers the experience of going out to work and trusting others is negatively related to their entrepreneurial decision-making.In view of the research conclusions of this paper, the core of promoting migrant workers to return to their hometowns is to encourage migrant workers returning to their homes to take advantage of their resource endowments, accelerate the development of urban-rural integration, and promote the free flow and equal exchange of urban and rural factors.Taking advantage of economic capital, human capital and social capital to stimulate returning-migrant workers in starting their businesses.Creating a better external environment for returning-migrant workers.Introducing preferential policies strengthen support and guidance services for this entrepreneurial group, encourage and vigorously develop characteristic industries such as rural culture, tourism, and ecology, and implement rural entrepreneurship promotion actions.
