PPP model is an important method of public cooperation between government and enterprises,through the way of innovative products and services,it becomes more and more popularized and applied widely in the enterprises’ cooperation.And PPP model accepted by the government by virtue of it’s high efficiency,high reliability and it’s a series of special features.Based on this model,the government implements proactive fiscal policies and optimizes investment and financing.While realizing the administrative efficiency of government infrastructure construction and investment attraction for major projects,the government expects to effectively prevent,reduce and defuse potential financial risks,improve the level of government-enterprise cooperation,and bring benefits to social development.But,according to the relevant data,when the PPP model adopted to improve the enterprise project cooperation,there is evident competitive disadvantage for private capital than state-run capital,and,in the premise of mutual trust of cooperation,the government’s trust for private capital tend to be influenced by capital strength,credit reputation,historical performance all sorts of influencing factors.In addition,considering the state-run capital advantaged condition,policy support,credibility level,etc.,the advantages of state capital are clear.Therefore,the study on the influencing factors of the government’s trust in private capital in PPP projects provides a direction for private capital to better enter PPP projects.In the context of China’s enormous downward pressure on the economy,overcapacity,lack of impetus for the development of traditional industrial mode and other challenges,find a new way to improve the level of government decision-making,prudent assessment of potential financial risks and courage to innovate in public management.To reach the new situation,enhance government-enterprise cooperation,optimization of business environment,adjust the industrial structure’s upgrading and transformation,adjust the economical and intensive resources such as innovation and development needs,give full play to the market’s raw power in the economic development,to inspire a variety of ownership economy which has numerous co-prosperity deep potential,make administrative efficiency improve,social development,the people enjoy a better life,and stable development situation et.provides constructive avenue.First of all,this paper discusses the status of trust among PPP project organizations in detail,and finds that most of the current trust research is only concentrated in the field of engineering management,there is lack of research on public management direct ion such as government-enterprise cooperation,and the specific quantification of inter-organizational influencing factors needs to be further improved.Secondly,this paper expounds the influence of the trust of the PPP project organization factors extrac ted from which aspects,through the analysis of the affecting factors of organizational trust,build the trust between the PPP project organization theory model of influence factors,using questionnaire survey ——a empirical method to analyze influence factors with data analysis,at the same time,introduct social supervision as a regulating variable to explore the government risk perception how it affects PPP interorganizational trust.Finally,the data results are discussed from the micro level with the he lp of SPSS software,which makes up the deficiency of the academic research on the influencing factors of organizational trust.At the same time,the policy Suggestions on how to improve government trust and the construction of PPP projects are put forward at the macro level,so as to achieve the goal of better access of private capital to PPP projects.
