With the Beijing-Tianjin-Hebei coordinated development strategy put forward,all Beijing-Tianjin-Hebei regions has continuously strengthened innovation cooperation,promoted the development of the national economy,and occupied an important position in the bohai economic circle.However,there is a big gap among Beijing,Tianjin and Hebei in terms of the distribution of science and technology resources and technological innovation capability.Collaborative innovation can improve the imbalanced status quo of innovation through cross-regional innovation cooperation so as to complement each other's advantages,share cost and risks,and share resources and achievements in Beijing-Tianjin-Hebei region.However,in the process of cross-regional innovation cooperation in the Beijing-Tianjin-Hebei region,due to the fact that local governments have the incentive of pursuing maximum benefits within the administrative boundary,the administrative boundaries have become the major factors that affect the performance of innovation cooperation and hinder the harmonious development among regions.Therefore,exploring the impact of administrative boundaries on the performance of innovation cooperation of Beijing-Tianjin-Hebei region and putting forward specific policy suggestions are of great significance in improving the status quo of innovation cooperation in Beijing-Tianjin-Hebei,and in promoting the harmonious innovation and development of Beijing-Tianjin-Hebei.This paper explores the influence of boundary effect on the performance of Beijing-Tianjin-Hebei innovation cooperation with the method of econometrics,and then puts forward some suggestions on policy.First of all,the paper reviews the relevant literature and clarifies the related concepts of border effect and innovation cooperation performance,and puts forward its own research direction based on the literature about the influence of boundary effect on innovation cooperation performance.Secondly,the author uses Super-SBM model to make an empirical study on the performance of Beijing-Tianjin-Hebei innovation cooperation in 2012-2015,and draws the conclusion that on the whole,the performance value of Beijing-Tianjin-Hebei innovation cooperation is still low and there is a big difference in the performance values of the innovative cooperation among cities.In terms of classification,the performance value of innovation cooperation in this city is obviously higher than the performance value of cross-regional innovation cooperation,and the performance value of innovation cooperation between non-adjacent cities is obviously higher than the performance value of innovation cooperation between neighboring cities.After measuring the performance value of innovation cooperation,this paper discusses the influence of boundary effect on the performance of innovation cooperation by constructing a spatial interaction model,and selects multidimensional neighborhood as other explanatory variables while R & D expenditure as control variables.The empirical results show that the boundary effect does exist in the process of innovation cooperation between Beijing,Tianjin and Hebei and has a significant negative impact on the performance of innovation cooperation.Among the multidimensional neighborhoods,geographical proximity has a negative impact on the performance of innovation cooperation,while cognitive proximity and relational proximity have a positive effect on it.Finally,on the basis of summarizing the research results of the full text,we put forward policy recommendations in the following four aspects: enhancing investment in science and technology,establishing technical intermediary system,optimizing industrial structure and perfecting market mechanism.
