At present, the efficiency of industry-university-research cooperation in China has steadily improved, but the overall situation is on the low side, and the low efficiency of pure technological innovation is the crux.Problems on the cooperation subject, process control, external environment and so on are still to be solved. With the background, according to the "Elements—Process—Performance" three stage model of IUR,the theme of this study was clearly defined. It is the relationship among multidimensional proximity, the incentive policy of industry-university-research cooperation, relational norms and firm innovation performance.Reviewd extensive literature, based on the "The Triple Helix Model",Social Capital Theory and Transaction Cost Theory, this study puts forward the theoretical model of multidimensional proximity, the incentive policy, relational norms and firm innovation performance. The multidimensional proximity is the independent variable, divided into three dimensions of geographical proximity, cognitive proximity and organizational proximity. The geographic proximity is measured with real distance;the cognitive proximity is measured from four aspects: language, technology, goal and experience;the organizational proximity is measured from two aspects of culture and relationship. The incentive policy of industry-university-research cooperation is the moderator variable, measured from six aspects of tax incentives, financial subsidies, financial support, intellectual property protection, cooperative regulation, government procurement. The relational norms are the intermediary variable, measured from five aspects of the flexibility, mutual relations, solidarity, role integration, harmonization. The firm innovation performance is the dependent variable, measured from patent applications, new product development and market performance and other aspects. The sample data were collected by questionnaire, and the data were analyzed and verified by SPSS22.0.In the study,a total of 277 questionnaires were sent out and 234 were recovered. After screening,192 valid questionnaires were finally obtained. In this paper, correlation analysis and multiple linear regression analysis are used for empirical test. The results show that most of the proposed hypotheses are validated and the following conclusions are obtained:Firstly, the geographical proximity, cognitive proximity and organizational proximity can promote the firm innovation performance.Among them, the cognitive proximity, which is the important basis of the cooperation,is more conducive to the improvement of firm innovation performance;the organizational proximity, which can coordinate transactions and reduce the risk of cooperation, has a more prominent positive impact on the relational norms.Secondly, the improvement of firm innovation performance is closely related to the promotion of relationship norms. The multidimensional proximity will not only affect the innovation performance directly, but also indirect influence firm's innovation behavior through the relationship norms. That is to say the relational norms play an intermediary role bewteen multidimensional proximity and firm innovation performance. To speak further, the relational norms play a partial mediating role in the influence of geographical proximity and cognitive proximity on innovation performance, and play a full mediating role in the impact of organizational proximity on innovation performance. Finally, the effect of multidimensional proximity on the relationship norms will be regulated by the incentive policy of industry-university-research cooperation. It plays a positive moderating role in the influence of geographical proximity and cognitive proximity on the relationship norms. However, there is no significant moderating effect on the relationship between organizational proximity and relational norms.
