According to the current macroeconomic situation in China,state-owned enterprises are facing with the situation of resource integration and collectivized management and control.And also the system of a parent company gradually becomes an important organizational form.Establishing and improving the collectivized management and control system is the top priority of enterprise collectivization,which is related to the survival and development of enterprise groups.In order to promote the standardized operation of Tangshan Cultural Tourism Investment Group Co.,ltd.and improve the execution of decisions and arrangements,as well as better adapt to the competition in the cultural tourism industry and boost the transformation and development of enterprises,it is of great significance to strengthen the study on collectivized management and control,and set up a scientific and reasonable group management operation system and management mode as well.In this paper,it demonstrates the status quos of theoretical research and practice of group management control at home and abroad,using the theory and case analysis,comparative analysis and so on,In addition,there are three sorts of group management control modes for comparative analysis,including operation control,strategic control and financial control.Besides,the influence factors of selecting group management control mode are proposed.All of these provide theoretical support for the design of the management control mode of Tangshan Cultural Tourism Investment Group.Moreover,apart from revealing the status quos and problems of group management control in this paper,combining with the selection factors of each industry stage and group resource control ability,it analyzes the causes of the problems and determines the mode of strategic management control as the core objective.After that,the group strategic management control mode is designed from four aspects,organizational structure,power-responsibility system,core process and performance appraisal respectively.Finally,it puts forward the guarantee measures of the group management control mode from the organizational,institutional and human resources aspects,andforms a set of management control mode that adapt to the reality of cultural tourism enterprises.The research results of this paper have important practical significance in improving the application of group control theory,which is beneficial to the integration and optimization of resources within the group,and the synergistic effect of the group headquarters and ownership enterprises.What's more,it can be used for reference in the management control of large state-owned enterprises.
