The Influence Of Entrepreneurship On Regional Innovation Efficiency

Since the proposal of "building a regional innovation system" in 2006,China has been deepening the strategic deployment of "mass entrepreneurship and innovation".As a result,the output of scientific and technological innovation has been increasingly enriched and the innovation capacity has been greatly enhanced.However,there are still great differences among regions,and the allocation and efficiency of innovation resources are worth pondering.On September 8,2017,the opinions of the central committee of the communist party of China and the state council on creating a healthy growth environment for entrepreneurs,promoting excellent entrepreneurship and better playing the role of entrepreneurs,released by the central committee of the communist party of China,clearly pointed out that entrepreneurship is of great significance for achieving sustainable economic development.So are local innovations efficient? Will entrepreneurship affect the efficiency of regional innovation? What is the mechanism?Based on the above problems,this paper adopted the panel data of Chinese provincial level from 2007 to 2016,combined with the theory of regional innovation system,constructed the panel stochastic frontier estimation model,respectively studied the impact of entrepreneurship on regional innovation efficiency from the theoretical and empirical levels,and carried out spatial correlation analysis on regional innovation efficiency.The main conclusions of this study are as follows:First,both the R&D expenditure and the input of R&D personnel can effectively promote the improvement of regional innovation efficiency,and the output elasticity of R&D personnel is greater than that of R&D expenditure.Second,there is a high spatial correlation of innovation efficiency between provinces,which is relatively concentrated in eastern and coastal provinces,and the regional gap does not change in the long term.Thirdly,there is a significant positive correlation between entrepreneurship and regional innovation efficiency.The higher the level of regional entrepreneurship,the higher the regional innovation efficiency.Human capital is conducive to the influence of entrepreneurship on regional innovation efficiency.Entrepreneurship can indirectly affect regional innovation efficiency through human capital and has a regulating effect.The high level of government funding will interfere with the dominant position of innovation,which is not conducive to the promotion of regional innovation efficiency by entrepreneurship.Based on the above analysis,this paper offers the following suggestions to enhance regional innovation efficiency:(1)the positive attention to regional innovation input and output,looking for elements of the optimal dynamic equilibrium between the input and output performance.(2)planning and configuration of regional innovation resources rationally,narrowing the difference of regional innovation efficiency(3)pay attention to the cultivation of entrepreneurship,entrepreneurial spirit into full play the positive influence on the efficiency of regional innovation;We will increase investment in education and human capital,vigorously introduce more talented people,appropriately reduce government intervention,and actively guide nongovernmental funds to participate in scientific and technological innovation.
