The Nineteenth National Congress of the Communist Party of China put forward "Relieving Beijing’s non-capital functions to promote the collaborative development of Beijing-Tianjin-Hebei Region and building Xiong An New Zone with a high standard",the collaborative development of Beijing-Tianjin-Hebei Region under the new normal of economics will face the new challenge.The problem of overcapacity and poor circulation caused by the industry isomorphism,repeated construction and market mismatch between the three areas seriously restricted the process of the integration of Beijing—Tianjin—Hebei Region.As the basis and leading industry of regional development,the trade logistics industry can effectively improve the utilization efficiency of economic resources and resolve the excess economic resources by speeding up the exchange and circulation of production factors in the region.It is the leading,supporting and strategic industry in the coordinated development of Beijing—Tianjin—Hebei Region.However,the development of trade logistics industry in Beijing—Tianjin—Hebei Region is imbalance.The problem of "metropolitan disease" in Beijing is still serious,and lots of resources of trade logistics industry are urgently needed to be solved.The advantages of geographical location make the trade logistics industry of Hebei develops rapidly,which has more advantages than Beijing and Tianjin.Inclusive growth is a sustainable economic growth,it emphasizes the equality of opportunity and the sharing of achievements.And the basis of inclusive growth is the industry linkage.The trade logistics industry has the characteristics of circulation,and has many related industries.It has the good foundation to achieve the inclusive growth.The application of inclusive growth to the trade logistics industry in Beijing—Tianjin—Hebei Region can promote the free flow and optimal allocation of resources and elements across industries and regions so that can effectively solve the unbalanced development of trade logistics in the three areas.Based on the theory of trade logistics development,the theory of inclusive growth and the theory of industry linkage,this paper analyzes the current situation of the trade logistics industry in Beijing—Tianjin—Hebei Region,uses input-output model,regional industry linkage model and average propagation length to analysis the industry linkage and industry spread effect of trade logistics industry in Beijing-Tianjin-Hebei Region,and construct a new system of trade logistics industry in Beijing-Tianjin-Hebei Region.The findings are as follows: first,compared with Beijing and Tianjin,the output value of trade logistics in Hebei has the fastest growth,the specialization level keeps rising,and the development prospect is even broader.Second,the main industries related to the trade logistics industry is the manufacturing industry,service industry,extractive industry,technology industry,farming industry and so on.In the respect of interregional industrial linkage,the relationship of trade logistics industry in Beijing and Hebei is highest,the linkage of transport and warehousing is strong in Tianjin and Hebei,and retail and restaurant industry have strong relationship in Beijing and Tianjin.Third,the industry spread effect of the trade logistics industry in Beijing-Tianjin-Hebei Region is dominated by cost.And the industry spread effect of the trade logistics industry in Hebei is obvious.Fourth,taking "industry sharing and region sharing" as the core,taking the path of industry linkage and industry spread effect as the path of inclusive growth to construct the new system of trade logistics industry in Beijing-Tianjin-Hebei Region based on inclusive growth.
