Research On Chinese Herbal Pieces Supervision

Chinese medicine is the crystallization of the wisdom of the Chinese nation,which plays an irreplaceable role in the long history of national development,and has made great contributions to the human health.Among them,as a key link in the industry of traditional Chinese medicine,Chinese herbal decoction pieces can be not only used directly but also as raw materials of Chinese patent medicine.However,its quality and safety problems occurred frequently in recent years,which affects people's trust seriously in the treatment and prevention of diseases of traditional Chinese medicine.Because the methods,theories and values of traditional Chinese medicine and Western medicine from production to clinic are different,they are also difference from supervision perspective.However,the characteristics of traditional Chinese medicine have not been taken into account in the current drug supervision in our country.From the announcements of drug quality published across the country,Chinese herbal pieces have become a high incidence area of drug quality problems,and become the focus and difficulty of drug supervision.Therefore,from the point of view of government supervision,taking B city as an example,through the methods of literature research,field research and statistical analysis,using the theory of government regulation,new public management and organization,this paper studies the quality supervision of Chinese herbal medicines.It tries to find out the supervision ideas and management methods to meet the quality needs of Chinese herbal medicines and industry development,in order to improve the supervision of Chinese herbal medicines.In the course of the research,according to the theory of government regulation,this paper learns the current situation of the quality supervision of Chinese herbal pieces in detail from four aspects: supervision subject,supervision object,supervision norms,and supervision measures.Based on the result of national drug inspection and the supervision and inspection of B city,this paper has analyzed the effect of the current quality supervision of Chinese herbal pieces.Combining with visits and interviews with relevant supervisors and practitioners,the study found that there are following problems in quality supervision of Chinese herbal pieces: from top-level design perspective,the imperfect supervision legal system and inconsistent application of quality standards;from supervision measures perspective,the insufficient inspection and backward supervision technology level;from supervision power perspective,the obvious lack of supervisors,lack of relevant professional skills,lack of coordination and interaction between management subjects,the lack of ownership for supervisors;from supervision effect perspective,weak supervision of traditional Chinese medicine cultivation and plantation,serious fraudulent phenomenon of production enterprises of drinks,lack of effective participation of social forces in supervision and management,and weak sense of responsibility of relevant enterprises.Combining with the characteristics of Chinese herbal decoction industry,this paper proposes to improve the policy and system of quality supervision of Chinese herbal decoction,and improve the laws,regulations and system norms that conform to the theory of Chinese medicine,and revise and improve the quality standards of Chinese herbal decoction.In view of the current situation that quality problems of drinks occurred frequently,this paper suggests that the relevant functional departments further strengthen supervision,and improve the scientificity and effectiveness of supervision by preventing risks in key links,promoting the construction of breeding bases,improving the procurement standards of medical institutions,establishing and improving the quality traceability system,and changing the mode of production of drinks.In order to ensure the effective implementation of supervision,from the perspective of organization management,it is suggested to strengthen the strength of grass-roots supervisors,including strengthening the construction of supervisors,improving the professional and technical level of supervisors,strengthening the sense of responsibility and honesty education of supervisors,and establishing a cooperative inspection mechanism for supervisors.According to the new public management theory,it is suggested to construct a social co-governance network for the quality safety of Chinese herbal medicines and make full use of third-party supervision such as industry associations.
