China has been a country with a large population and a large agricultural society since ancient times,but it is not a big country with rich agricultural resources.Therefore,the issue of agriculture,rural areas and farmers has always been a major problem that restricts China's agricultural development.The household contract responsibility system has a milestone significance for the development of China's agriculture.However,with the development of social economy,small-scale and fragmented management methods are becoming less and less suitable for the development of “agriculture,rural areas and farmers” under the new situation,due to a larger number of peasants working in cities and the large-scale land use demand for the farmers who love agriculture and other factors as well,the effect of the household contract responsibility system on agriculture have gradually declined,and land circulation has therefore emerged.In order to accelerate the modernization of agriculture and rural areas and promote the development of urban and rural integration,the 19 th National Congress of the Communist Party of China made major decision-making arrangements for implementing the rural revitalization strategy.The land bank development model can effectively solve and promote the moderate scale operation of land circulation,and can promote the capitalization of farmland management rights and the maximization of institutional benefits.Yangling is a national agricultural high-tech industry demonstration zone.There are two universities——Northwest A&F University and Yangling Vocational and Technical College.Since the reform and opening up,it has become one of China's important agricultural research and education bases.It is known as China's agricultural silicon valley.The development model has a radiation effect for the surrounding and the whole country.Therefore,this paper takes Yangling Land Bank as the research object,systematically analyzes the Yangling land bank problem through field survey,research,and data analysis.On this basis,it draws on the practical experience of rural land banks at home and abroad,and The development of the land bank proposes rationalization,provides ideas for promoting the development of Yangling Land Bank,and provides ideas for promoting the new model of building a land bank nationwide.In general,in the long-term development of Yangling Land Bank,to break the administrative color,it is necessary for the government to gradually shift to the government-led,market-led development model,do a good job in the various rules and regulations of the land bank,and improve the law of the land bank.Position,improve market factors,market-oriented,with the aim of farmers' needs,relying on the advantagesof the two universities,giving play to the role of land banks,continuously improving the level of agricultural production and increasing farmers' income,and truly making farmers a participant in reform and development.The beneficiaries are the endogenous power of“village revitalization”.
