| At present,our country is in the decisive period of building a well-off society in an all-round way.It is the key to solve "three rural issues",and also the premise and foundation to realize the goal of the first hundred years' struggle,that is,to solve farmers' problems,increase farmers' incomes and realize the "farmers' dream".The report of the 19 th CPC National Congress proposed that we should deepen the reform of the rural land system and the reform of the collective property rights system,and safeguard the property rights and interests of peasants.In 2019,the first document of the Central Committee also proposed the need to deepen rural reform in an all-round way to stimulate the vitality of rural development and expand channels for increasing farmers' income.It can be seen that the problem of increasing farmers' income is the focus of the Party and the government's work on agriculture,rural areas and farmers.However,according to the structure of farmers' income in China,there are obvious differences and contradictions in all kinds of income.In order to increase farmers' income,we must pay more attention to their property income and tap their great potential under the circumstance of the slow growth of income from wage,transfer,etc.Since our country vigorously promoted the urbanization construction,the rural land has been constantly expropriated,so farmers can obtain certain compensation,which also belongs to the property income of farmers.However,according to the investigation and research,farmers' rights and interests are damaged to a certain extent in the process of rural land expropriation,and then resulting in the loss of farmers' property income.Therefore,under the background of rural land expropriation,based on Marxist theory of land property rights,land rent theory and distribution theory,through the methods of literature research,historical analysis,investigation and comparative research,this article deeply studies and analyzes its impact on farmers' property income and the countermeasures to improve farmers' property income under this background.This article starts with the concept and theory of farmers' property income and rural land requisition to establish the preliminary research foundation.Combined with the current situation and existing problems of farmers' property income in our country,it points out that the influence of rural land expropriation on farmers' property income mainly includes two aspects: rural land property right system and current rural land expropriation system.That is,there are problems in the subject of land ownership and collective property right in our country's farmland property right system,and there are some defects in the current rural land expropriation system in our country,such as the premise of land expropriation,the procedure of land expropriation,the standard of compensation for land expropriation,the way of compensation for land expropriation and the distribution of land benefits.The absence of these systems and procedures restricts the growth of farmers' property income.Therefore,this paper puts forward the paths and countermeasures to increase farmers' property income in the process of land expropriation.The main paths are as follows: first,deepen the reform of rural land property right system to ensure that farmers get more property rights;second,promote the reform of rural land expropriation system to increase farmers' compensation income;third,innovate the way of rational distribution of land income to ensure farmers enjoy the value-added income of land;fourth,perfect the security system of land-lost farmers to provide mechanism guarantee for farmers' property income;fifth,draw lessons from the land expropriation system of developed countries and regions to ensure farmers' land rights and interests.It is hoped that the implementation of relevant countermeasures can promote the increase of farmers' income,and can also provide some reference value for the research of relevant theories. |
